<br />e <br /> <br />e <br /> <br />e <br /> <br />M I NUT E S <br /> <br />Eugene City Council Work Session <br /> <br />City Hall--McNutt Room <br /> <br />January 7, 1987 <br />11:30 a.m. <br /> <br />COUNCILORS PRESENT: Debra Ehrman, Emily Schue, Cynthia Wooten, Freeman <br />Holmer, Ruth Bascom, Jeff Miller, Robert Bennett. <br /> <br />COUNCILORS ABSENT: Roger Rutan. <br /> <br />Mayor Obie called the work session to order. <br /> <br />I. INTERVIEWS WITH EUGENE/SPRINGFIELD METROPOLITAN PARTNERSHIP MEMBERS <br />REPRESENTING EUGENE <br /> <br />Mayor Obie said there was some confusion about the procedures for appointing <br />Eugene representatives to the Eugene/Springfield Metropol itan Partnership <br />because the council initiated a practice of not reappointing people who have <br />served two terms on an advisory group. He said the terms on most advisory <br />groups are three or four years, but terms on the Partnershi p Board of <br />Directors .are only one year. The present members of the Metropolitan <br />Partnership Board of Directors did not apply for reappointment because they <br />have served two terms. <br /> <br />Mayor Obie said the Council Subcommittee on Committees is recommending that <br />the council change its policy so that the council can consider reappointment <br />of those people whose terms are less than three years but who have not served a <br />total of six consecutive years on an advisory group. The Council Subcommittee <br />on Committees requested the Eugene representatives to the Metropo 1 i tan <br />Partnership to meet with the council today. <br /> <br />Because he is not involved with appointments to the Metropolitan Partnership <br />Board of Directors, Mayor Obie asked Ms. Ehrman, vice president of the <br />council, to preside during the interviews. She asked the Partnership members <br />to discuss the Partnership and their activities in it. <br /> <br />Bob Fenstermacher said he became Partnership treasurer and a member of the <br />Executive Committee last year. As treasurer, he took over the Budget <br />Committee. He said he hopes to continue serving as treasurer and as a member <br />of the Executive Committee next year. <br /> <br />Tom Hoyt said he was a member of the Partnership Executive Committee the first <br />year he served on the Board of Directors. Last year he was chairperson of the <br />Ethics Committee. He discussed the committee's accomplishments.
