<br />e <br /> <br />Mr. Holmer reported meeting with the director of the Denver airport, who had <br />indicated that plans were being made for an entirely new airport costing $2.5 <br />billion and that Denver planners hoped to receive $500 million in Federal <br />funds. <br /> <br />Ms. Wooten asked Mr. Holmer whether he intended to hold an advisory vote on <br />tax-increment funding for the downtown district or the riverfront project. <br />Mr. Holmer said he thought general obligation bonds previously had been issued <br />in order to obtain voter support, and a similar approach might be wanted with <br />tax-increment bonds. He said he had not concluded that he wanted a vote on <br />bonds for the riverfront project. <br /> <br />D. Neighborhood Traffic <br /> <br />Mr. Miller reported receiving complaints from a citizen about numerous trucks <br />parking and driving in the neighborhood. He said police had ticketed the <br />trucks for illegally parking on a city street, but the problem had not been <br />resolved. He asked whether the problem could be mitigated. He added that he <br />understood that neither IIbootsll nor tow trucks were large enough to handle the <br />offenders, and residents had resorted to deflating tires. Mr. Gleason agreed <br />to check on possible solutions. <br /> <br />e <br /> <br />E. 5th Avenue Improvement District <br /> <br />Ms. Wooten asked about the status of the 5th Avenue Improvement District <br />Committee. Mayor Obie said he would proceed on the issue. Cathy Freedman of <br />the City Managerls Office reported that applications for the committee had <br />c10sed and that information should be distributed in the councills packets by <br />February 23. <br /> <br />F. Condominium Conversion Ordinance <br /> <br />Mr. Rutan said he had noticed that many people at the recent hearing on the <br />Condominium Conversion Ordinance had not understood that the council was just <br />beginning to examine the issue and that it had not yet deliberated or made any <br />decisions. He said a community understanding of the decision-making process <br />seemed to be lacking in other major issues as well. He said even people who <br />attended meetings regularly did not seem to fully understand the process, and, <br />as a result, testimony often became defensive before the council had taken a <br />position. He suggested developing an explanatory statement about process to <br />be read at public hearings. Ms. Schue said she agreed that members of the <br />public often seemed to misunderstand council process. Ms. Ehrman said she had <br />attempted to explain the council's consideration of the Planning Commission's <br />recommendation at the recent hearing. She also noted that staff had requested <br />direction from the council, and because that had not been completed at the <br />hearing, she suggested that councilors call Planning Director Susan Brody to <br />explain their positions. Ms. Ehrman added that she favored the housekeeping <br />changes to the ordinance, but she did not favor any changes to the special <br />tenant categories.
