<br />M I NUT E S <br /> <br />e <br /> <br />Eugene City Council <br />McNutt Room--City Hall <br /> <br />February 25, 1987 <br />11 : 45 a. m. <br /> <br />COUNCILORS PRESENT: Debra Ehrman, Freeman Holmer, Emily Schue, Cynthia <br />Wooten (11:54 a.m.-2 p.m.), Ruth Bascom, Jeff Miller, <br />Roger Rutan, Robert Bennett (11:50 a.m.-2 p.m.) <br /> <br />The adjourned meeting of February 23, 1987, of the City Council of the City of <br />Eugene, Oregon, was called to order by His Honor Mayor Brian B. Obie. <br /> <br />I. ITEMS FROM THE COUNCIL, MAYOR, AND CITY MANAGER <br /> <br />A. Vandalism <br /> <br />Mr. Rutan said there has been much automobile vandalism in his ward. He said <br />he is working with City police officers and Neighborhood Watch groups. He <br />recommended that other councilors urge people to report acts of vandalism to <br />the Police, Fire and Emergency Services Department. <br /> <br />B. Lane County Extension Service <br /> <br />e Ms. Bascom said the council may be asked by the Lane County Board of <br />Commissioners to consider the creation of a special service district to fund <br />the Lane County Extension Service. She said 40 percent of the privately-owned <br />forest land in the state is owned by people who Qwn small parcels and the <br />extension service is very helpful to those people. She said the extension <br />service should not be disbanded because of lack of funds. <br /> <br />Mayor Obie said he agreed that the Lane County Extension Service is important <br />but he does not favor the creation of a special district to support it. <br /> <br />Ms. Schue said she asked the staff to schedule the proposal as a public <br />hearing. <br /> <br />C. Federal Emergency Management Agency Exercises <br /> <br />Mayor Obie said Governor Goldschmidt has refused permission for Oregon <br />communities to take part in Federal Emergency Management Agency (FEMA) <br />exercises that measure the ability of civil defense organizations to react to <br />a nuclear attack. Mayor Obie said participation in such exercises is <br />prohibited by the Eugene Nuclear Free Zone Ordinance.
