<br />e <br /> <br />e <br /> <br />e <br /> <br />M I NUT E S <br /> <br />Eugene City Council <br />City Council Chamber <br /> <br />March 9, 1987 <br />7:30 p.m. <br /> <br />COUNCILORS PRESENT: Debra Ehrman, Freeman Holmer, Cynthia Wooten, <br />Roger Rutan, Jeff Miller, Rob Bennett. <br /> <br />COUNCILORS ABSENT: Emily Schue, Ruth Bascom. <br /> <br />The regular meeting of the Eugene City Council of Eugene, Oregon, was called <br />to order by Council President Debra Ehrman in the absence of His Honor Mayor <br />Brian B. Obie. <br /> <br />I. PUBLIC FORUM <br /> <br />Several representatives of the Western Rivers Girl Scout Council said they are <br />celebrating the 75th anniversary of the Girl Scout organization in the United <br />States. To inaugurate their cookie sale, the Girl Scouts presented the <br />council with several boxes of cookies. <br /> <br />II. PUBLIC HEARING: AMENDMENT TO THE METROPOLITAN PLAN REGARDING <br />NONCONTIGUOUS ANNEXATIONS <br /> <br />City Manager Micheal Gleason introduced the item. Planning Director Susan <br />Brody gave the staff report. She said the policies in the Metropolitan Area <br />Genera 1 Pl an 1 i mi t the annexation of noncontiguous 1 and to deve loped <br />properties and require that the triple majority process be used. However, <br />some property owners want to annex undeveloped land so that urban services can <br />be provided before the land is developed and a decision of the Oregon Court of <br />Appeals recently declared the triple majority process unconstitutional" The <br />proposed amendment will permit the annexation of undeveloped land and will <br />delete the requirement for the triple majority process because other processes <br />can be used. She said the Eugene Area Chamber of Commerce recommends approval <br />of the proposal amendment. <br /> <br />Answering questions from Ms. Wooten, Ms. Brody said only properties within the <br />Urban Growth Boundary can be considered for annexation to the cities. If the <br />Awbrey-Meadowview property was within the Urban Growth Boundary, it could be <br />considered for annexation. The Metro Plan policies have permitted annexation <br />of noncontiguous, industrial properties for some time and a recent amendment <br />permitted annexation of noncontiguous developed residential properties. She <br />sa i d the proposed amendment wi 11 not undermi ne the Metro Pl an 1 and use <br />principles because the principles assume that land within the Urban Growth <br />Boundary will be annexed.
