to initiate Metro Plan amendments twice a year between updates if the proposed procedures are approved. e CB 2954--An ordinance concerning amendments to the Metropolitan Area General Plan; adding Sections 9.120, 9.122, 9.124, 9.126, 9,128, 9.130, 9.132, 9.134, and 9.136 to the Eugene Code, 1971; and declaring an emergency. Ms. Ehrman moved, seconded by Mr. Holmer, that the bill be read the second time by council bill number only, with unanimous consent of the council, and that enactment be considered at this time. Mr. Holmer said he would like citizens to have access to the Planning Commission without payment of fees. He suggested an intermediate process that would assure access to the commission. Ms. Bishow agreed to follow-up on the suggestion during preparation of procedures for government-initiated amendments. Mayor Obie asked the Planning staff to address Mr. Holmer's concern in a memo. Roll call vote; the motion carried unanimously, 6:0. Council Bill 2954 was read the second time by council bill number only. e Ms. Ehrman moved, seconded'by Mr. Holmer, that the bill be approved and given final passage. Roll call vote; all councilors present voting, the bill was declared passed (and became Ordinance No. 19459) Res. No. 4036--A resolution concerning fees for Metro Plan amendments; amending Resolution No. 3981; and providing an effective date. Ms. Ehrman moved, seconded by Mr. Holmer, to adopt the resolution. Roll call vote; the motion carried unanimously, 6:0. IV. PUBLIC HEARING: WHITEAKER REFINEMENT PLAN AMENDMENT (Chef Francisco, Inc.) (RP 87A-1) City Manager Mi chea 1 Gl eason introduced the item. Teresa Bi show of the Planning Department gave the staff report. She distributed copies of a map from the Whiteaker Refinement Plan on which generalized future land use patterns were shown. She said representatives of Chef Francisco, Inc., asked the Planning staff about an amendment to the Whiteaker Refinement Plan in January 1987. She said the City had not processed a citizen-initiated amendment to a refinement plan previously and Chef Francisco representatives wanted to process the amendment quickly.
