<br />to initiate Metro Plan amendments twice a year between updates if the proposed <br />procedures are approved. <br /> <br />e <br /> <br />CB 2954--An ordinance concerning amendments to the <br />Metropolitan Area General Plan; adding Sections <br />9.120, 9.122, 9.124, 9.126, 9,128, 9.130, 9.132, <br />9.134, and 9.136 to the Eugene Code, 1971; and <br />declaring an emergency. <br /> <br />Ms. Ehrman moved, seconded by Mr. Holmer, that the bill be <br />read the second time by council bill number only, with <br />unanimous consent of the council, and that enactment be <br />considered at this time. <br /> <br />Mr. Holmer said he would like citizens to have access to the Planning <br />Commission without payment of fees. He suggested an intermediate process that <br />would assure access to the commission. Ms. Bishow agreed to follow-up on the <br />suggestion during preparation of procedures for government-initiated <br />amendments. <br /> <br />Mayor Obie asked the Planning staff to address Mr. Holmer's concern in a memo. <br /> <br />Roll call vote; the motion carried unanimously, 6:0. <br /> <br />Council Bill 2954 was read the second time by council bill number only. <br /> <br />e <br /> <br />Ms. Ehrman moved, seconded'by Mr. Holmer, that the bill be <br />approved and given final passage. Roll call vote; all <br />councilors present voting, the bill was declared passed <br />(and became Ordinance No. 19459) <br /> <br />Res. No. 4036--A resolution concerning fees for Metro Plan <br />amendments; amending Resolution No. 3981; and <br />providing an effective date. <br /> <br />Ms. Ehrman moved, seconded by Mr. Holmer, to adopt the <br />resolution. Roll call vote; the motion carried unanimously, <br />6:0. <br /> <br />IV. PUBLIC HEARING: WHITEAKER REFINEMENT PLAN AMENDMENT (Chef Francisco, <br />Inc.) (RP 87A-1) <br /> <br />City Manager Mi chea 1 Gl eason introduced the item. Teresa Bi show of the <br />Planning Department gave the staff report. She distributed copies of a map <br />from the Whiteaker Refinement Plan on which generalized future land use <br />patterns were shown. She said representatives of Chef Francisco, Inc., asked <br />the Planning staff about an amendment to the Whiteaker Refinement Plan in <br />January 1987. She said the City had not processed a citizen-initiated <br />amendment to a refinement plan previously and Chef Francisco representatives <br />wanted to process the amendment quickly.
