<br /> M I NUT E S <br /> e Eugene City Council <br /> Council Chamber--City Hall <br /> June 22, 1987 <br /> 7:30 p.m. <br /> COUNCILORS PRESENT: Debra Ehrman, Freeman Holmer, Emily Schue, <br /> Cynthia Wooten (7:36 p.m.-approx. 9:00 p.m.), <br /> Ruth Bascom, Roger Rutan, Jeff Miller, Rob Bennett. <br /> The adjourned meeting of June 17, 1987, of the City Council of the City of <br /> Eugene, Oregon, was called to order by His Honor Mayor Brian B. Obie. <br /> 1. PUBLIC HEARING: AWBREY/MEADOWVIEW METRO PLAN AMENDMENT PROPOSAL <br /> City Manager Mi chea 1 Gleason introduced the item. Teresa Bishow of the <br /> Planning Department gave the staff report. She said the council directed the <br /> Planning Commission to develop a specifi c Metropo 1 i tan Area General Plan <br /> amendment for the Awbrey/Meadowview area after the council considered the <br /> Alternative Industrial Growth Areas Study. She said the amendment recommended <br /> by the commission would expand the urban growth boundary to provide about 200 <br /> acres for heavy industrial use. <br /> e Ms. Bishow said the merits of the proposed Metro Plan amendment will be <br /> analyzed after it is initiated. She said the council had received copies of a <br /> June 1, 1987, memo to Interested Parties from the Pl anni ng Department <br /> concerning "Awbrey/Meadowview Metro Plan Amendment Proposal;" several maps; <br /> letters from the Blachly-Lane County Co-op Electric Association and Marilyn <br /> Andrysek and Frank Andrysek; a petition signed by about 20 people; and letters <br /> from Jack Hough of Bob Bennett Realty and Jim Saul. She distributed copies of <br /> a June 18, 1987, letter from the Oregon Natural Resources Council and a June <br /> 22,1987, letter from Greg Winterowd, Springfield Planning Director. She said <br /> Mr. Winterowd's letter said the Springfield Planning Commission recommended <br /> that all Metro Plan amendments based on the Alternative Industrial Growth <br /> Areas Study be reviewed during the Metro Plan Update. <br /> Ms. Bi show suggested the counci 1 take publ ic testimony on the proposed <br /> amendment and then decide about initiating it. If it is initiated, the <br /> council could then decide whether it should be considered during the Metro <br /> Plan Update or s@parately_ ShQ said tn~ council may modify the proposed <br /> amendment. <br /> Mayor Obie emphasized that the issue before the council does not concern the <br /> proper zoning for the Awbrey/Meadowview property. The issue is consideration <br /> of a Metro Plan amendment that would expand the urban growth boundary to <br /> include the Awbrey/Meadowview property for heavy industrial use.
