<br /> MINUTES <br />e Eugene City Council <br /> Eugene Conference Center--O'Neill Room <br /> July 13, 1987 <br /> 6:30 p.m. <br /> COUNCILORS PRESENT: Debra Ehrman, Emily Schue, Cynthia Wooten, Ruth Bascom, <br /> Roger Rutan, Jeff Miller, Rob Bennett. <br /> COUNCILORS ABSENT: Freeman Holmer. <br /> The regular meeting of the City Council of the City of Eugene, Oregon, was <br /> called to order by City Council President Debra Ehrman in the absence of His <br /> Honor Mayor Brian B. Obie. <br /> 1. PUBLIC HEARING: REMONSTRANCE TO COUNCIL-INITIATED IMPROVEMENT PROJECT <br /> ON WILLAKENZIE ROAD FROM COBURG ROAD TO WILLAKENZIE SCHOOL <br /> Ms. Ehrman said the councilors visited the Willakenzie Road area that is the <br /> subject of the remonstrance. <br />e No conflicts of interest or ex parte contacts were declared. <br /> City Manager Micheal Gleason introduced Les Lyl e of the Public Works <br /> Department who gave the staff report. He said the remonstrance from more than <br /> 50 percent of the affected property owners was received prior to the Hearings <br /> Official's hearing on July 6 and requires consideration of the proposed <br /> improvements by the council. He said an affirmative vote from six councilors <br /> is required to override the remonstrance. The council may also delay approval <br /> for 15 days, modify the project and call for new bids, or abandon the project. <br /> Mr. Lyle said the project involves construction of a 46-foot wide street, <br /> curbs and gutters, sidewalks, storm sewers, and street lights on Willakenzie <br /> Road from Coburg Road to the eastern boundary of Willakenzie School. He said <br /> the improvements are supported by the neighborhood group, parents, and the <br /> Bicycle Committee because the improvements will make the street safer for <br /> pedestrians and bicyclists. He said the street also needs to be improved to <br /> urban standards so the City can effectively maintain it. <br /> Mr. Lyle said the low bid received for the project is excellent and will <br /> result in assessments that are $5 to $10 less than average assessments for <br /> similar projects. <br /> Three issues were raised at the July 6 hearing: 1) notification procedures; <br /> 2) the scope of the project; and 3) recent work on utilities.
