Eric Mellgren of the <br /> Police, Fire and Emergency Services Department gave the staff report. He said <br /> the State Legislature changed several traffic and theft laws that the City <br /> enforces. The proposed ordinance changes will adopt the State Motor Vehicle <br /> Code and will make the Petty Larceny and Shoplifting sections of the Eugene <br /> Code conform to State law. <br /> Mr. Gleason said an amended page 3 to the ordinance was distributed to the <br /> councilors. The change was (material in parentheses was deleted and <br /> underlined material was added): <br /> 4.930 Theft of Services. <br /> e (1) Theft of services in the (second) third degree. A person <br /> commits the crime of theft of services. . . <br /> CB 2984--An ordinance concerning offenses and traffic code <br /> provisions; amending Sections 4.805, 4.820, 4.825, <br /> 4.930, 4.990, 5.005, 5.010, 5.225, 5.555, and 5.590 of <br /> the Eugene Code, 1971; repealing Sections 5.280, 5.550, <br /> and 5.560 of that code; and declaring an emergency. <br /> Ms. Ehrman moved, seconded by Mr. Holmer, that the bill be <br /> read the second time by council bill number only, with <br /> unanimous consent of the council, and that enactment be <br /> considered at this time. The motion carried unanimously, 7:0. <br /> Councilor Bill 2984 was read the second time by council bill number only. <br /> Ms. Ehrman moved, seconded by Mr. Holmer, that the bill be <br /> approved and given final passage.
