Eugene Celebration <br /> Ms. Ehrman said the Celebration went well. Mayor Obie said the Celebration <br /> Steering Committee is low profile, but hard working. He said the council <br /> should invite the committee to one of its lunch work sessions in order to <br /> express thanks to the committee. <br /> F. Kakegawa Trip <br /> Ms. Ehrman said she would leave for Kakegawa, Japan, Eugene's Sister City, on <br /> October 5 and return October 18. In response to a question, she said the six <br /> other members of Eugene's delegation will bear the cost of thei r tri ps <br /> individually. She said Kakegawa's delegations to Eugene have been larger <br /> because the cost of their trips have been subsidized. She said the City is <br /> examining whether the cost of future trips could be subsidized in order to <br /> increase the size of Eugene's delegation. <br /> Mr. Holmer suggested that future Eugene delegation trips to Kakegawa be timed <br /> to correspond with either the council's August or spring break. <br /> G. Financial Process <br /> Mayor Obie said he recently spoke with Mr. Gleason and expressed a desire to <br /> e have staff reground the council in the City I s financial situation, <br /> particularly what the City's deficit is projected to be in upcoming years. He <br /> said he would like staff to suggest where budget cuts might be made. He <br /> suggested that the council dedicate a Saturday to discuss its priorities and <br /> to give some direction to staff. Mayor Obie outlined in general terms how <br /> this session might proceed: the council woul d be updated on the City's <br /> financial situation; it would determine what the City's basic services are (a <br /> large number of votes, perhaps seven, would be required to place an item on <br /> the list of basic services); the cost of providing these basic services could <br /> be determined; then, the council would go through another process, during <br /> which a reasonable number of votes, perhaps five, would be required to place <br /> other items on the list of basic services that would receive funding. Mayor <br /> Obie asked councilors to comment on this general proposal. <br /> Mr. Holmer suggested that the Budget Committee be present to observe this <br /> council's discussion of its financial priorities. He also said the council <br /> should not vote on whether the broad City programs should be on the list of <br /> basic services. Instead, the general categories should be subdivided (perhaps <br /> into the list of the City's 100 or so service packages), and the council <br /> should decide whether these components are basic services. In response to a <br /> question from Ms. Wooten, Mr. Holmer said he did not think this would mean the <br /> council would be discussing the budget with line item specificity.
