<br /> Ms. Czerniak said the Planning Commission recommended Tax Lot 200 be rezoned <br /> for commercial use because the surrounding zoning is commercial and because of <br />e the effects of the road improvements. She said the commission recommended the <br /> attachment of Site Review Procedures to all commercial zoning in the area to <br /> address concerns about access from River Road. She said the River Road/Santa <br /> Clara Urban Facilities Plan indicates that the effects of the Chambers <br /> Connector and other road improvements in the River Road/Railroad Avenue <br /> Subarea should be studied. The Planning Commission will consider scheduling <br /> the study when it considers its work program. In the meantime, the commission <br /> recommended that no properties north of the existing commercial properties in <br /> the River Road/Railroad Avenue subarea be rezoned for commercial use until the <br /> study is complete. <br /> Answering questions from Mr. Holmer, Ms. Czerniak said approval of the <br /> annexation proposal wi 11 result in an is 1 and of about 30 residential <br /> properties east of River Road. State law would allow annexation of those <br /> properties without the consent of the property owners. <br /> No conflicts of interest or ex parte contacts were declared. <br /> Mayor Obie opened the public hearing. He entered the staff notes and minutes <br /> into the record. <br /> Bruce Tait, 465 Hunsaker Lane, said he owns Tax Lot 200 and would like the <br /> property to be annexed. He said he would like access to City sewers. He said <br /> the properties north and across the street from Tax Lot 200 are zoned for <br /> commercial use. He said the widening of River Road will result in the loss of <br /> about one foot of the porch of the residence on Tax Lot 200. <br />e Harold Chapman, 51 Chapman Drive, sa i d he attended most meetings of the <br /> Citizen Advisory Committee (CAT) during development of the River Road/Santa <br /> Clara Urban Facil it i es Plan. He displayed a diagram of the River <br /> Road/Railroad Avenue Subarea. He said CAT members did not recommend changes <br /> to the diagram which indicates Tax Lot 200 should be zoned residentially. <br /> Mr. Chapman distributed copies of a ten-page packet of maps, pages from the <br /> River Road/Santa Clara Urban Facilities Plan, and letters. He emphasized that <br /> CAT members considered the plan diagram and policies to be consistent and that <br /> both Tax Lot 100 and 200 were zoned for residential use when the Urban <br /> Facilities Plan was developed. He said the owner of Tax Lot 200 requested <br /> commercial zoning but the CAT denied the request and stated that the existing <br /> land use patterns should be maintained until the area is studied. He said a <br /> clerical mistake apparently rezoned Tax Lot 100 to commercial use. He said <br /> CAT members did not want strip commercial development in the River <br /> Road/Railroad Avenue subarea. <br /> Vora Heintz, 1038 Jayne Drive, said she is chairperson of the River Road <br /> Community Organization. She said she was not provided information about the <br /> annexation proposals in time to comment on them. The organization's next <br /> meeting will be November 9, 1987.
