<br /> The requested annexation is adjacent to a previous annexation, AZ 87-9. The <br /> Boundary Commission, which was scheduled to make a decision regarding AZ 87-9 <br />e at its December 3 meeting, was forced to delay a public hearing and any action <br /> due to a lack of a quorum. <br /> Ms. Czerniak said the request includes both consenting and nonconsenting <br /> property owners. Approval of AZ 87-9 and the annexation before the council <br /> tonight will enable a large sewer project to be completed during one <br /> construction phase. This annexation and subsequent sewer connection will be <br /> helpful in meeting the Environmental Protection Agency and Oregon Department <br /> of Envi ronmenta 1 Quality sewer hook-up deadl i ne schedule. She said the <br /> Planning Commission voted unanimously to approve the annexation requests. She <br /> added the ten-year tax differential plan will apply to the properties included <br /> in the annexation. <br /> Mr. Rutan asked what portion of the 21.66 acres involved are represented by <br /> the nonconsent i ng land owners. Ms. Czerniak said nonconsenting owners <br /> comprise four properties or about half of the acreage. <br /> Mayor Obie opened the public hearing. Hearing no requests to testify, he <br /> closed the public hearing. <br /> Res. No. 4067--A resolution furthering annexation to the City <br /> of Eugene and the Lane County Metropolitan <br /> Service District for properties located on both <br /> sides of Prairie Road, north of Irving Road and <br /> south of Kaiser Avenue. <br />e Mr. Holmer moved, seconded by Ms. Schue, to adopt the <br /> resolution. Roll call vote; the motion carried 6:1 with <br /> Councilors Bascom, Bennett, Miller, Rutan, Schue, and Wooten <br /> voting aye and Councilor Holmer voting nay. <br /> AZ 87-12--A final order rezoning property located on both sides <br /> of Prairie Road, north of Irving Road and south of <br /> Kaiser Avenue from County I-2/UL to City 1-2 and <br /> designation of Industrial Sign District. <br /> Mr. Holmer moved, seconded by Ms. Schue, to approve final order <br /> AZ 87-12. Roll call vote; the motion carried unanimously, <br /> 7:0 <br /> B. Annexation/Rezoning Request For Property Located On The West Side <br /> Of River Road, Between Bauer And Hansen Lanes (Looking Glass) <br /> (AZ 87-11) <br /> City Manager Mike Gleason introduced the item. Cathy Czerniak presented the <br /> staff report. The annexation/zone change request consists of a single tax lot <br /> located adjacent to the existing city limits on the west side of River Road <br /> between Hansen and Bauer lanes.
