<br />e <br /> <br />Mr. Holmer congratulated Mayor Obie for his proposal of an anti-drug <br />paraphernalia ordinance. He also urged people not to sign petitions they do <br />not understand. <br /> <br />Mayor Obie complimented Barb Bellamy, Public Information Director, for her <br />help in drafting his speech. He also thanked other City staff who helped in <br />bringing 350 people to the event. <br /> <br />Regarding the beautification issue, Mayor Obie said he plans to contact every <br />prooerty owner on Franklin Boulevard and along 6th and 7th avenues as far as <br />Garfield Street to enlist their support. He said he is aware of the financial <br />restrictions involved in constructing entrance points on those arteries and <br />suggested the private sector might be one source of funding. <br /> <br />Mayor Obie said he will have a memo to councilors by Friday asking that they <br />refer questions about the proposed anti-drug paraphernalia ordinance to the <br />City staff and City Attorney's Office. He said he is interested in receiving a <br />formal response from Police Services and stressed it is important for the <br />leaders in the community to set the standards for addressing the drug problem. <br /> <br />H. CMO Public Service Position <br /> <br />e <br /> <br />Mr. Gleason said Deborah Evans, who has served as the Public Service Officer <br />(PSG) for the last six months, will be returning to her regular job at the <br />Wastewater Treatment Plant. He said that while working in the City Manager1s <br />Offi ce Ms. Evans also recei ved State cert ifi cat i on as a Treatment Pl ant <br />Technician Specialist. Mr. Gleason said Les Kellow, a program analyst for <br />Information Services and a City employee for nine years, will be filling the <br />PSO position. <br /> <br />Mayor Obie thanked Ms. Evans for her work in the City Manager's Office and for <br />her help in arranging the League of Oregon Cities dinner. <br /> <br />I. Public Safety Awards <br /> <br />Mayor Obie said the council should be recelvlng invitations to the Public <br />Safety Awards ceremony on January 27. He encouraged counci 1 members to <br />attend. <br /> <br />II. RESOLUTION ACCEPTING LOW BID FOR AIRPORT GENERAL OBLIGATION <br />BONDS <br /> <br />City Manager Mike Gleason introduced the item. Warren Wong, Finance Director, <br />presented the staff report. He said the low bid of $5,640,060 was submitted <br />by First Interstate Bank (Oregon and California). The true interest cost is <br />7.6148 percent on the general obligation bonds which have a Aa rating.
