<br />~ know how the City's Police Division enforces the statute. <br /> <br />Vic Mann, Police Services, said the paraphernalia law is enforced on a <br />complaint basis. <br /> <br />Ms. Wooten said she supports requesting a draft ordinance that would <br />restrict the sale of drug paraphernalia. She asked how the enforcement <br />of such an ordinance would impact the City's resources. <br /> <br />Mr. Mann said the ordinance would probably be a low priority item also <br />handled on a complaint basis. <br /> <br />Mr. Holmer moved, seconded by Ms. Bascom, to authorize <br />staff to research options and draft an ordinance to <br />eliminate or regulate the sale of equipment and <br />paraphernalia designed for the use or production of illegal <br />drugs. <br /> <br />Ms. Bascom said in light of recent budget constraints and the cost of a <br />study, she appreciates the fact Mayor Obie chose to ask the council for <br />approval of the idea. <br /> <br />Mr. Barkovic said the City Attorney's Office has already completed an <br />extensive amount of research from a similar request in 1984. He said <br />since much of the legal research has been done most of the work will <br />~ involve updating the current information. <br /> <br />Ms. Wooten said she would appreciate input from the American Civil <br />Liberties Union in developing the ordinance. She said this would make <br />for a better ordinance and one that concentrates on countering the <br />production of drugs. <br /> <br />Roll call vote; the motion carried unanimously, 8:0. <br /> <br />III. WORK SESSION: FUTURE OF OUR LIBRARY COMMITTEE REPORT <br /> <br />City Manager Mike Gleason introduced the item. Pat Decker, Planning, and <br />Ms. Ehrman provided the committee report. Ms. Decker said the committee <br />will be disbanding following the council's public hearing on the library <br />report January 25. <br /> <br />Ms. Ehrman introduced committee members and thanked them for being a <br />dedicated group over the last two years.
