EUGENE CITY COUNCIL <br />AGENDA ITEM SUMMARY <br /> <br /> Action: Appointment to the Lane Regional Air Pollution Authority <br /> Board of Directors <br /> <br />Meeting Date: May 23, 2005 Agenda Item Number: 2D <br />Department: City Manager's Office Staff Contact: Mary Walston <br />www. ci. eugene, or. us Contact Telephone Number: 682-5406 <br /> <br />ISSUE STATEMENT <br />This is an action item to appoint a new at-large Eugene resident to the Lane Regional Air <br />Pollution Authority (LRAPA) Board of Directors. <br /> <br />BACKGROUND <br />There are currently seven members on the board of directors. Due to the increase in population in <br />the city of Eugene, an additional Eugene citizen at-large representative is to be added to the board <br />of directors. Other members of the board include elected officials from the City of Eugene, City <br />of Springfield, Lane County, City of Oakridge and several at-large citizen members. <br /> <br />The current board consists of seven persons: one Lane County Commissioner (Faye Stewart); one <br />Springfield City Councilor (Dave Ralston); one Eugene City Councilor (Betty Taylor); one <br />Oakridge City Councilor representing the cities of Oakridge and Cottage Grove ( Glen Fortune); <br />two Eugene citizen representatives (Gary Rayor and Earl Koeing); and one at-large representative <br />(Carol Tennabaum). <br /> <br />The recruitment period ran from April 20, 2005, through May 6, 2005, and a total of six <br />applications were received in this recruitment cycle. In addition, one candidate from the Fall 2004 <br />recruitment was included in the applicant pool. The City retains the applications for unsuccessful <br />applicants for one year; if an opening occurs on the board or committee for whom the person was <br />not appointed, that person is automatically included in the new pool of applicants. <br /> <br />The Mayor nominates a candidate and the City Council appoints members to this <br />intergovernmental body. <br /> <br />RELATED CITY POLICIES <br />The boards, committees and commissions serve as advisory bodies to the City Council in the <br />development of various city policies.
