<br />e He said he would send councilors a copy of their recommendations regarding <br /> the mission of the ORG. <br /> Mr. Rutan felt the DRG should operate under the premise that someone will pay <br /> for parking. He said the public will pay for parking in direct proportion to <br /> its interest in being downtown. As the downtown continues to become more <br /> vital, the 000 will be in a position to charge more for parking. Mr. Rutan <br /> felt this justifies a phased approach to implementing a user fee-based <br /> system. <br /> Mr. Bennett felt that if the council wants to see a transition to a user <br /> fee-based system, that should be expressed to members of the DRG. He asked <br /> Ms. Ehrman and Mr. Holmer to reinforce the councills position to the group. <br /> Ms. Ehrman said she is interested in direction from the council on issues of <br /> maintenance and security. She said the 000 contracts for security and the <br /> City has been providing maintenance. Ms. Ehrman asked if councilors felt <br /> these are properly General Fund items or not. She said the way the system is <br /> currently configured, the City finds it benefits by not including these items <br /> in its budget. Elaborating on Ms. Ehrman's point, Ms. Wooten said the <br /> question is whether it is necessary to fund maintenance through increased <br /> taxes. If the downtown image is to be shifted from that of a park-like <br /> environment to more of a business park, should maintenance costs be funded <br /> through taxes? <br /> Mr. Bennett said he would not support this direction although he is willing <br />e to discuss it as part of a longer agenda item. Ms. Ehrman asked other <br /> councilors to contact her if they have an opinion on the subject. <br /> IV. WORK SESSION: PUBLIC CONTRACT LAW <br /> Mr. Miller left the meeting at 1:50 p.m. He said he would listen to the tape <br /> regarding this issue. <br /> City Manager Mike Gleason said the ordinance regarding the Public Contract <br /> Law is fundamentally a statement of exceptions from a formal specification <br /> bid process. He stressed that if a contract is exempt from a formal bid, <br /> this does not mean the process is not competitive. The City tries to make <br /> all of its procurements competitive. <br /> Finance Director Warren Wong said the council passed an ordinance <br /> establishing the Public Contract Law for the City on August 8, 1988. In late <br /> August the City received a letter from AFSCME detailing the group's concerns <br /> about the ordinance. The purpose of this work session was to respond to the <br /> concerns expressed by AFSCME and others. <br /> Mr. Wong said the Public Contract Law covers the procurement of non-personnel <br /> items including materials, supplies, and services.
