The motion passed unanimously, 5:0. Council Bill 4103 was read the second time by council bill number only. Ms. Wooten moved, seconded by Ms. Schue, that the bill be approved and given final passage. Ro 11 ca 11 vote; a 11 councilors present voting aye, the bill was declared passed (and became Ordinance 19581 without an emergency clause). III. PUBLIC HEARING: CITY OF EUGENE SUPPLEMENTAL BUDGET NO. 1 City Manager Mike Gleason said the Budget Committee held a public hearing on this supplemental budget and recommended approval to the council. He recommended that the council adopt this supplemental budget. Mayor Obie opened the public hearing. There were no requests for recognition.
