e

Ms. Ehrman questioned the need to limit such an ordinance to a single type of
weapon, and Mr. Rutan mentioned that Portland is considering a similar
regulation of assault weapons. Mr. Holmer said several examples of
regulations should be reviewed.

II. APPOINTMENTS: WARD 7 REPRESENTATIVE TO THE BUDGET COMMITTEE

Ms. Bascom moved, seconded by Mr. Rutan, to appoint Cheryle
Hawkins, 1350 Bailey, as the Ward 7 Representative to the
Budget Committee for a term ending December 31, 1991. Roll
call vote; the motion passed unanimously, 6:0.

III. RECOMMENDATIONS FROM THE COUNCIL COMMITTEE ON COMMITTEES

City Manager Mike Gleason introduced the item. Barb Bellamy, City Manager's
Office, reviewed recommendations included in councilors' packets.

e

Ms. Ehrman asked whether the Mayor's Tree and Beautification Commission was
intended to exist permanently. Ms. Bascom responded that beautification
issues were being addressed in a number of ways so that part of the
commission could be deleted. She recommended structuring the Tree Commission
so members would have specific terms. Because different citizen effort is
required for Joint Parks Committee issues, she would not recommend combining
the two groups. Ms. Bascom agreed to continue monitoring policies relating
to tree issues.

Ms. Ehrman pointed out a misprint in the number of members being recommended
for the Refuse and Recycling Board: it should increase to five, not seven,
members.

Mr. Boles suggested expanding the charge of the task force being formed to
review the structure of the human rights commissions. He felt the group
should pursue a variety of alternatives and he also recommended that the
interest groups represented on the task force should include the current
commissions as well as other interested citizens.

Mayor Miller responded that the task force should have about eight members,
and he hoped to appoint a group that will represent advocates for human
rights. Ms. Ehrman suggested appointing an additional councilor to
participate.

Ms. Bascom moved, seconded by Mr. Rutan, to approve the
recommendations from the Council Committee on Committees with
the increase in the number of members on the Refuse and
Recycling Board being corrected to five. Roll call vote; the
motion passed unanimously, 6:0.

e

MINUTES--Eugene City Council

February 8, 1989

Page 3
