Adoption of Resolution Authorizing Facsimile Signatures Res. No. 4154--A resolution designating those authorized to e sign checks on behalf of the City of Eugene; authorizing automated clearing house debits; designating those authorized to sign grant applications, bonds, contracts, etc., on behalf of the City; repealing Resolution No. 4106; and declaring an emergency. Ms. Bascom moved, seconded by Mr. Bennett, to remove items B. and H. and to approve the remaining items on the City Council Consent Calendar. Roll call vote; the motion carried 7:0. Councilors indicated that the use of the consent calendar should be discussed at their next process session. Referring to item D., Mr. Holmer announced that his representative on the Budget Committee had resigned for health reasons and he was in the process of securing another member. IV. RESOLUTION DECLARING "CITIES FIGHT BACK AGAINST DRUGS WEEK" Res.
