He said the council should assess whether in that execution, <br /> additional issues have surfaced that require another policy decision. <br /> Agreeing with Mr. Rutan's comments, Ms. Ehrman said that one of the problems <br /> associated with this particular issue is its complexity and the difficulty of <br /> explaining it to the general public.
