TELEPROMPTER FRANCHISE: CALL FOR PUBLIC HEARING

Mr. Gleason introduced Keith Martin, City Attorney.

Mr. Martin stated that at last Monday night's council meeting, there was concern
expressed by the council about taking action on this item prior to a public
hearing. The City Charter has a provision requiring reading of a franchise at
two regular meetings of the council prior to its adoption. This first reading
would comply with the charter provisions. Giving first reading prior to the
public hearing is an attempt to help move the process along and to bind Tele-
prompter to the changes the commission felt were in the community's interest.

MINUTES--Eugene City Council

February 10, 1982

Page 2
