ROUTINE ITEMS FOR COUNCIL APPROVAL <br /> <br />A. Consideration of legislative Subcommittee Minutes of February 10, <br />1982 (distributed) <br /> <br />Mr. Obie moved, seconded by Ms. Schue, to approve the Legislative <br />Subcommittee minutes of February 10, 1982. Roll call vote; motion <br />carried unanimously. <br /> <br />B. Payment of Bills and Claims (distributed) <br /> <br />Res. No. 3633--A resolution authorizing the payment of bills <br />and claims for the period February 17, 1982, <br />through February 24, 1982. <br /> <br />Mr. Obie moved, seconded by Ms. Schue, to adopt the resolution. <br /> <br />e <br /> <br />Mr. Haws stated that he is concerned about payments being made to the Eugene <br />Sports Program for gym supervision when City firefighters are being laid off <br />because of budget problems. Mr. Gleason stated that $60,000 from the recreation <br />programs was removed and they are trying to remove all non-fee-supported programs. <br />Others will have fees raised. He will bring back a report on the Eugene Sports <br />Program. <br /> <br />Roll call vote; motion carried unanimously. <br /> <br />C. Amending Ordinance re: Daneland Mobile Home Park storm sewer <br />assessment (memo distributed) <br /> <br />CB 2433--An ordinance amending Ordinance 18829; levying assess- <br />ments in connection with storm sewer construction <br />1,650 feet north of Royal Avenue from Terry Street <br />to 900 feet east; and declaring an emergency. <br /> <br />Ms. Wooten stated that she had served on this particular assessment panel with <br />Mr. Hamel. She assumed that the judicial process upheld the correct decision. <br />The information presented was confused and did not explain why the information <br />that assessment panel members had when making their decision was incorrect. <br />Councilors need to be able to rely on staff for correct information in these <br />cases. <br /> <br />Keith Martin, City Attorney, stated that a question was raised regarding cal- <br />culating assessments and staff had said, at the time, the council could do it <br />either way. There was a difference of opinion. The court took a more literal <br />definition of the ordinance, where the City felt there was more latitude.
