Neighbors Organized for Voluntary Action <br /> <br />Mr. Hamel stated that he had received a letter from Jeffrey Motsinger, regarding <br />involvement by the Whiteaker Neighborhood group and NEDCO. He would like to <br />hear what Mr. Motsinger has to say regarding weatherization. Ms. Miller stated <br />that she has received a copy of the letter and has talked to some others who <br />share the concern. A number of people participated heavily in the writing of <br />the weatherization ordinance, and there were many meetings with input from many <br />varied sources. She is comfortable with the process that occurred. They had <br />tried to meet as many demands as possible with as much input as possible for <br />writing that ordinance. She does not feel that anyone had undue influence. Mr. <br />Hamel indicated that he does not feel the ordinance was the issue. Ms. Wooten <br />added that, in addition to what Ms. Miller had stated, the question of weatheri- <br />zation was the number one council goal, and there was lots of information about <br />this issue. Perhaps Mr. Gleason could respond to Mr. Motsinger by putting <br />together a summary of the activities to help Mr. Motsinger better understand. <br />Mr. Gleason indicated that he would. Ms. Schue agreed that the concern should <br />be addressed by staff. Mayor Keller agreed that the first step should be a <br />response from the City Manager's Office. <br /> <br />D. BPA/Federal Decisions Regarding Conservation Financing <br /> <br />Ms. Wooten said that she is concerned about the decisions of the Bonneville <br />Power Authority and the Reagan administration regarding financing of conservation <br />as mandated by the Northwest Power and Planning Act. EWEB is pursuing the <br />program, and she would like to indicate support for it. She asked what local <br />jurisdictions think about this turn of events. While there are alternate means <br />of financing available, she would like to discuss this later in hopes of protecting <br />conservation issues to protect people who are trying to save electricity. Mr. <br />Gleason stated that this is a bizarre budget trick. Bonneville Power Authority's <br />budget has no impact at all on the Federal budget. They are gutting the Northwest <br />Power Bill and all the compromises that went with it. He has been contacted by <br />the Power Council and will bring back a report. Everyone is enraged. The Power <br />Council may ask for a unified position from the various municipalities. This <br />action is blatantly political and has no purpose whatsoever. Ms. Wooten indicated <br />agreement and said that jobs that could have been created with that money now <br />have been lost. Mr. Gleason added that the City staff thought that there would <br />be money for reinsulating public buildings, and now it is not possible to save <br />that money. <br /> <br />E. Appointments <br /> <br />Ms. Schue moved, seconded by Ms. Miller, to appoint Molly Stafford <br />1060 Madison, to fill the unexpired term of Lori Loehr on the <br />Community Schools Coordinating Committee, term to expire April 1, <br />1983, and Julie Aspinwall-Lamberts, 3963 North Clary, as the <br />Women's Commission's representative on the Affirmative Action Task <br />Force, term to expire February 1983.
