<br />e <br /> <br />e <br /> <br />- <br /> <br />~ <br />~ <br /> <br />M I NUT E S <br /> <br />Eugene City Council <br />Work Session on West University Refinement Plan <br />McNutt Room, City Hall <br /> <br />March 10, 1982 <br />1:05 p.m. <br /> <br />PRESENT: Mayor Gus Keller; Betty Smith, Emily Schue, Mark Lindberg, Bill Hamel, <br />Gretchen Miller (1:25 to adjournment), Eugene City Council; Eleanor <br />Mulder, Eugene Planning Commission; Micheal Gleason, City Manager; Pat <br />Lynch, Council Administrator; Pat Decker, Jim Croteau, Jody Miller, <br />Planning; Tom Stinchfield, Assistant Planning Engineer, Public Works; <br />Charlotte Lemon, Elizabeth Kain, Marshall Landman, West University <br />Neighbors; Ed Mahn, Sacred Heart General Hospital; Neil McNaughton, <br />Serenity Lane; Susan Pack, Eugene Register-Guard. <br /> <br />Jody Miller, Planning, referred to a list of points of consensus reached by <br />councilors in previous discussion of the West University Plan. She asked for <br />confirmation and direction from councilors on these points, so that staff could <br />draft a resolution to bring before the council at its April 14, 1982, meeting. <br />Ms. Miller asked for confirmation of decisions regarding the R-4 area north of <br />13th Avenue: <br /> <br />I. R-4 North of 13th Avenue <br /> <br />A. Clinics Conditional Use on 12th Avenue <br /> <br />Recommended guidelines: <br /> <br />1. intensity (preference for maxlmlzlng efficient use of land <br />through structures of three stories or more) <br />2. proximity to hospital (closest to hospital preferred) <br />3. location on an arterial (access from an arterial preferred) <br /> <br />Recommended requirement: <br /> <br />1. residential predominance (at least 50 percent of the land <br />area should be residential in use) <br /> <br />Ms. Miller said that staff was recommending that instead of providing a specific <br />set of definitions for dealing with intensity, or any minimum intensity figures, <br />guidelines for decisions on intensity be given to the Hearings Official, with <br />the interpretation of these guidelines left up to him/her. <br /> <br />Mr. Lindberg said he felt these points represented the concerns expressed by <br />councilors in previous discussions. He felt that they provided opportunities <br />for development and for building of additional clinics and recognized the relation- <br />ship between the clinics and the hospital, while at the same time protecting <br />housing needs in the West University area.
