PUBLIC HEARINGS <br /> <br />A. Ordinance Levying Patron User Fee in Connection With the Eugene <br />Performing Arts Center (memo, ordinance distributed) <br /> <br />City Manager Micheal Gleason introduced Dick Reynolds, Executive Director, <br />Eugene Performing Arts Center. Mr. Gleason said that on December 10, 1980, the <br />Room Tax Subcommittee had held a special meeting to discuss the need for addi- <br />tional revenues to supplement existing Room Tax funds, thereby providing ade- <br />quate funding for the Convention and Visitors Bureau, the Performing Arts and <br />Conference Centers, and for the local arts community. He said that on March 5, <br />1981, a task force was formed to identify and evaluate sources for additional <br />funds. He stated that, following a hearing on September 23, 1981, the Room Tax <br />Committee and the Room Tax Task Force had met jointly and agreed to recommend <br />implementation of a patron user fee for patrons of the Performing Arts Center; <br />to table for future consideration the suggestion of applying a tax of one <br />percent to the gross receipts of Eugene restaurants; and to reject the sugges- <br />tion of a $250 annual tax on amusement devices. <br /> <br />Mr. Reynolds said it was anticipated that the proposed patron user fee would <br />generate approximately $75,000 in the first year of operation of the Performing <br />Arts Center. The fee of $.25 per ticket would be applied to each of the <br />300,000 tickets he estimated would be sold in that first year. Mr. Reynolds <br />said that both the Room Tax Committee and the Performing Arts Commission had <br />recommended adoption of this fee. <br /> <br />Public hearing was opened.
