W. Hamel, Emily Schue, John <br />Ball, Gretchen Miller, Cynthia Wooten. <br /> <br />COUNCILOR ABSENT: Brian Obie. <br /> <br />Adjourned meeting of the City Council of the City of Eugene, Oregon, was called <br />to order by His Honor Mayor Gus Keller. <br /> <br />I. ITEMS FROM MAYOR AND COUNCIL, APPOINTMENTS, ANNOUNCEMENT, AGENDA <br />ADJUSTMENTS <br /> <br />A. Red Barn <br /> <br />Ms. Wooten said the Red Barn is celebrating its grand opening on Saturday. She <br />invited councilors to attend in order to see what the City had accomplished. <br /> <br />B. Electric Transmission Line Through South Hills <br /> <br />Ms. Wooten said she and Councilor Smith were concerned about the proposed 500 <br />kilovolt transmission line through the South Hills. She had asked the City <br />Manager and the Planning staff to prepare an analysis. The memorandum was <br />distributed. A number of issues need to be addressed before the public hearing <br />scheduled for June 17, 1982. The visual impact of the 160-foot transmission <br />towers will be in opposition to the South Hills Refinement Plan and the acqui- <br />sition of the ridgeline property. The City has no legal authority to approve or <br />disapprove the power lines. Health and environmental questions have been raised <br />by citizens. Mr. Croteau, Planning staff, has said that by BPA's own projec- <br />tions, no power will be needed in the West Eugene area until 1990 and possibly <br />not at all. The line is not needed for the special light industrial development <br />in the Willow Creek Basin and may impinge on the southernmost portion of that <br />area. <br /> <br />Ms. Smith shared Ms. Wooten's concerns and submitted a memorandum from Charles <br />Warren. She asked staff to respond to as many issues as they could in order to <br />prepare testimony for the public hearing. <br /> <br />Mayor Keller said they had sent a letter to the Bonneville Power Administration <br />expressing the City's concerns. A more extensive analysis would be highly <br />appropriate.
