Hamel, Mark Lindberg (commencement to
1:05 p.m.), Gretchen Miller, Brian Obie, Betty Smith,
Cynthia Wooten.
COUNCILOR ABSENT: Emil y Schue.
Adjourned meeting of the City Council of the City of Eugene, Oregon, was called to
order by His Honor Mayor Gus Keller.
1. ITEMS FROM MAYOR & COUNCIL, APPOINTMENTS, ANNOUNCEMENTS, AGENDA ADJUSTMENTS
A. Formation of Council Subcommittee to Study Future Revenue Sources
Councilor Obie referred to discussion that had taken place at the June 15, 1982,
Budget Committee meeting regarding future revenue sources. He noted that the
Budget Committee had formed a subcommittee to address this issue and had informally
. asked that subcommittee to seek advice from the council on how to approach the
matter. Mr. Obie felt it was important for the council to provide consensus and
direction. He felt that past financial planning efforts of the council and City
administration had resulted in Eugene's not being as hard hit as other jurisdictions
by current revenue problems and that this, in turn, had preserved the City's
credibility with its citizens. He wished to maintain this situation. Mr. Obie
proposed that the council consider establishing an on-going committee in the
area of revenues and resources. He suggested that the Mayor appoint an ad hoc
council subcommittee to consider this matter and report back to the full council
in approximately three weeks with a recommended action plan. He suggested
further that this report be made at the dinner work session before the first
regular council meeting in July.
Councilors Wooten, Miller, Lindberg, and Smith expressed agreement with Mr.
Obie's suggestion and felt it was a good idea to make this a long-term,
continuous effort. Councilors Wooten and Lindberg offered to serve on such a
subcommittee. Councilor Smith urged that the subcommittee examine the whole
revenue picture, including Federal funding and Room Tax funds, as well as
property taxes.
Mayor Keller agreed to appoint a subcommittee, to consist of four councilors and
himself, to consider the issue of future revenue sources and to report back to
the council at its July 12 dinner work session.
-
MINUTES--Eugene City Council June 16, 1982 Page 1
