Hamel, <br /> Mark Lindberg, Betty Smith. <br /> ABSENT: Mayor Gus Keller; Councilors Brian Obie, Emily Schue, and Cynthia <br /> Woot en. <br /> Adjourned meeting of the City Council of the City of Eugene, Oregon, was called <br /> to order by Acting Chairperson Gretchen Miller. <br /> I. PUBLIC HEARING RE: FY83 BUDGET (memo, ordinance distributed) <br /> City Manager Micheal Gleason introduced Assistant City Manager David Whitlow. <br /> Mr. Whitlow reviewed the process followed to date in developing the budget <br /> propos a 1 . He said that on May 25, 1982, the Budget Committee had approved a <br />- budget which restored $608,000 to the budget presented by the City Manager in <br /> April 1982. He said that restored funds were for such things as fire protection, <br /> law enforcement, and the budgets of the Parks and Recreation and Public Works <br /> departments. He said that there was also direction from the Budget Committee <br /> that was not contained in the budget document for allocation of funds that might <br /> become available during the coming fiscal year. He said that this direction <br /> included restoration of approximately $381,000 in services, primarily in the <br /> area of public safety, with some in the area of administrative services. <br /> Mr. Whitlow noted that this budget was targeted to end the next fiscal year with <br /> a $3.8 million cash carry forward, which is the absolute minimum that staff <br /> recommends the City carry forward. <br /> Mr. Whitlow also reported that there were still some unresolved questions <br /> regarding budgeting for intergovernmental agencies and that these resulted <br /> primarily from the uncertain nature of Lane County's funding of these agencies. <br /> He said that to date the Lane County Local Government Boundary Commission, the <br /> Joint Social Services Program, the Lane Council of Governments, and the Lane <br /> Regional Air Pollution Authority had received funding allocations for 1983 from <br /> Eugene and Springfield but not from the County. He said that such funding had <br /> been recommended to the commissioners by the County Intergovernmental Subcommittee <br /> but that no action had yet been taken. He said there had been discussion of the <br /> County's borrowing road funds to support these agencies. Mr. Whitlow referred <br /> to a previous report on the animal control program in which he had indicated to <br /> the council that the City's costs will go up if it remains in the current <br /> program. He said that there were no funds in the County budget for the Cooperative <br /> Museum Commission, the Metropolitan Cable Television Commission, or the Association <br />e of Oregon Counties. <br /> MINUTES--Eugene City Council June 28, 1982 Page 1 <br />
