Appeal of Planning Commission Action on a Zone Change Request for <br /> Property Located on the Southeast Corner of West 11th Avenue and <br /> Bailey Hill Road from M-2 Light Industrial District to C-2 Community <br /> Commercial District (Estate of Clara Boatman) (Z 82-6) (memo, map, and <br /> background information distributed) <br /> Mr. Gleason introduced Mr. Croteau, Planning Department. Mr. Croteau said the <br /> zone change was postponed to June 1, 1981, in order to let the Planning Commis- <br /> sion and City Council reach a decision on the "Cowboy Country" request. On June <br /> 1, the Planning Commission ended with a tie vote 3:3 which is considered a <br /> denial. The denial was then appealed to the City Council. The Planning Commis- <br /> sion and the City Council have considered the land use issues along West 11th <br /> (Fred Meyer, "Cowboy Country" requests). The heart of the zone change request <br /> is the extent of the strip commercial that will be allowable on West 11th. <br /> Staff notes and minutes of the Planning Commission April 13 and June 1 meetings <br /> were distributed to council. Mr. Thwing of the Planning Commission was present <br /> e to answer questions. <br /> Mayor Keller asked for ex parte contacts or conflicts of interest noting Ms. <br /> Smith would abstain from discussion and voting. <br /> Staff notes and minutes were made a part of the public record. <br /> Public hearing was opened. <br /> James Saul, PO Box 1615, Eugene, representing the estate of Clara Boatman, <br /> requested that 1) the council direct the Planning Commission to complete the <br /> special area study that was initiated in February/March concerning land use <br /> issues in the West 11th corridor; and 2) the council remand this zone change to <br /> the Planning Commission for consideration following completion of the special <br /> area study. Mr. Saul referred to his written statement. <br /> Dan Montgomery, 2854 Warren, Eugene, commercial real estate broker representing <br /> the owner of a one-acre lot west of the Mini-Storage Warehouse at 3550 West <br /> 11th, said he had listed the property for six months and all inquiries are for <br /> commercial use. He cannot tell potential owners what they can do on the property. <br /> West 11th should be commercial to Bailey Hill Road. It is now predominately <br /> commercial zoning.
