The Lane Council of <br /> Governments board reviewed the A-95 Review of the BPA project (a one-stop review <br /> process). The board unanimously approved support of the City's position in the <br /> A-95 Review. <br /> Eugene was granted official lIintervener statusll in the Energy Facilities Siting <br /> Council process (EFSC). June 29, 1982, in Medford, Eugene representatives <br /> participated in a hearing before the hearing officer of the EFSC. The full <br /> siting council will hear the recommendations of the hearing officer before <br /> October 1, 1982. BPA will take this action on advisement since there is a <br /> Federal process also. It is unclear how binding the siting council decision is <br /> on Bonneville Power Administration. BPA, through a reporting process, will have <br /> to respond to the concerns of Eugene. Staff will continue to work with the <br /> staff of BPA in looking for alternative routes. Staff will attend the EFSC <br /> hearing. <br /> IV. CONSIDERATION OF AMENDMENTS TO ORDINANCE ESTABLISHING DOWNTO~JN COMMISSION <br /> (ordinance distributed) <br /> Mr. Gleason introduced Mr. Sercombe, City Attorney's Office, who said this <br /> ordinance contained routine changes to the previously approved Downtown Commis- <br /> sion ordinance. It establishes staggered initial term dates, involves a change <br /> of name from Downtown Development Board to Downtown Commission, and clarifies <br /> the council appointment process. <br />e Ms. Wooten said the council has made its appointments to the Downtown Commission <br /> and she did not support starting the appointment process allover. She favored <br /> expanding the present commission membership by two members; one in an at-large <br /> position, one from within the boundary. She would consider appointing those <br /> two new members from existing interviewees not appointed in the initial round of <br /> consideration. She asked for an ordinance to that effect. She felt that the <br /> council's initial appointments were fair and representative. <br /> Mr. Obie supported Ms. Wooten's statement to increase the membership to nine <br /> members so that all interests would be properly represented. He asked that the <br /> City Attorney consider the residency requirements. He asked for a delay in <br /> passing this ordinance until these changes could be made. <br /> Ms. Miller noted one person previously appointed by council was ineligible due <br /> to residency requirements. Therefore, reconsideration of all the appointments <br /> was necessary. She would like to rebal10t from among the fifteen applicants in <br /> order to keep a balanced commission. She would vote among the applicants to <br /> find a slate of seven. <br /> Ms. Smith preferred expanding the size of the commission to nine members. The <br /> City Attorney's memo was clear on the ordinance requiring city residency. She <br /> would not like to change the ordinance regarding residency.
