RESOLUTION AUTHORIZING SUBMITTAL OF FINAL GRANT APPLICATION TO URBAN MASS <br /> TRANSIT ADMINISTRATION (memo, map, background information distributed) <br />e Mr. Gleason introduced Jim Hanks, City Traffic Engineer. Mr. Hanks said that <br /> the purpose of the program to be funded through the grant was to use the <br /> pricing mechanism to reduce commuter parking and traffic flow on the streets of <br /> the West University Neighborhood. Mr. Hanks said that the Urban Mass Transit <br /> Authority was very enthusiastic about the parking programs of the City of Eugene <br /> and that the grant project was to serve as a demonstration project which, if <br /> successful, would be used nationwide. Mr. Hanks said that Ken Higgins of the <br /> Urban Institute, a consulting group serving UMTA, and Jarvia Shu, the City's <br /> Paratransit and Parking Coordinator, were present. <br /> Councilor Miller expressed concern that implementation of the proposed program <br /> in the West University area would have the effect of transferring parking <br /> problems to other neighborhoods east and south of the University. Mr. Hanks <br /> said that parking in the Fairmount and South University neighborhoods would be <br /> monitored and that if problems arose in these neighborhoods, action would be <br /> taken to deal with them. He said he did not anticipate any transfer of parking <br /> problems and noted that implementation of the preferential parking program in <br /> the South University area had not caused any transfer to other areas. Respond- <br /> ing to further expressions of concern from Ms. Miller and from Councilor Smith <br /> and Mayor Keller, Mr. Hanks said that monitoring of the effect of the program on <br /> other University-area neighborhoods would include turnover studies prior to and <br /> after implementation of the program. He said that if a transfer problem is <br /> found, it could be addressed by providing some type of preferential parking or <br /> other parking control programs in the affected areas. Mayor Keller requested <br />e update, in the future, on the SUNA parking program. <br /> Res. No. 3717--A resolution authorizing execution of application <br /> for parking pricing demonstration program funding. <br /> Mr. Obie moved, seconded by Ms. Schue, to adopt the resolution. <br /> Roll call vote; motion carried unanimously. <br /> VI. ANNOUNCEMENTS <br /> A. Op-Ed Letter Regarding Effects of the Metropolitan Area <br /> General Plan Acknowledgment (draft letter distributed) <br /> Mr. Gleason asked councilors for their reaction to the draft op-ed letter <br /> regarding the effects of the Metropolitan Area General Plan acknowledgment <br /> and the need to communicate to the public the relationship of land use, com- <br /> prehensive planning, economic development, and conservation of municipal <br /> resources.
