" V. RESOLUTION AUTHORIZING SUBMITTAL OF FINAL GRANT APPLICATION TO URBAN MASS TRANSIT ADMINISTRATION (memo, map, background information distributed) e Mr. Gleason introduced Jim Hanks, City Traffic Engineer. Mr. Hanks said that the purpose of the program to be funded through the grant was to use the pricing mechanism to reduce commuter parking and traffic flow on the streets of the West University Neighborhood. Mr. Hanks said that the Urban Mass Transit Authority was very enthusiastic about the parking programs of the City of Eugene and that the grant project was to serve as a demonstration project which, if successful, would be used nationwide. Mr. Hanks said that Ken Higgins of the Urban Institute, a consulting group serving UMTA, and Jarvia Shu, the City's Paratransit and Parking Coordinator, were present. Councilor Miller expressed concern that implementation of the proposed program in the West University area would have the effect of transferring parking problems to other neighborhoods east and south of the University. Mr. Hanks said that parking in the Fairmount and South University neighborhoods would be monitored and that if problems arose in these neighborhoods, action would be taken to deal with them. He said he did not anticipate any transfer of parking problems and noted that implementation of the preferential parking program in the South University area had not caused any transfer to other areas. Respond- ing to further expressions of concern from Ms. Miller and from Councilor Smith and Mayor Keller, Mr. Hanks said that monitoring of the effect of the program on other University-area neighborhoods would include turnover studies prior to and after implementation of the program. He said that if a transfer problem is found, it could be addressed by providing some type of preferential parking or other parking control programs in the affected areas. Mayor Keller requested e update, in the future, on the SUNA parking program. Res. No. 3717--A resolution authorizing execution of application for parking pricing demonstration program funding. Mr. Obie moved, seconded by Ms. Schue, to adopt the resolution. Roll call vote; motion carried unanimously. VI. ANNOUNCEMENTS A. Op-Ed Letter Regarding Effects of the Metropolitan Area General Plan Acknowledgment (draft letter distributed) Mr. Gleason asked councilors for their reaction to the draft op-ed letter regarding the effects of the Metropolitan Area General Plan acknowledgment and the need to communicate to the public the relationship of land use, com- prehensive planning, economic development, and conservation of municipal resources.
