ANNOUNCEMENT: CITIZEN PARTICIPATION MONTH <br />e Mr. Obie announced that October is Citizen Participation Month for the City of <br /> Eugene, providing recognition for the more than 200 Eugene citizens currently <br /> serving on City boards, commissions, and advisory groups, and also providing a <br /> recruitment program for current and future openings on those bodies. <br /> III. PUBLIC HEARING: MU-R WHITEAKER RESIDENTIAL MIXED-USE DISTRICT (CA 82-5) <br /> (memo, map, background information distributed) <br /> Recommended approval by Planning Commission August 9, 1982. Vote--4: 1 <br /> Mr. Gleason introduced Susan Smernoff, Planning. Ms. Smernoff said that the <br /> Land Use Diagram in the Whiteaker Refinement Plan, adopted by the council in <br /> December 1978, had designated three areas for mixed-use development. She sai d <br /> that the ordinance before the council would be one way of implementing that <br /> designation. She said that the ordinance would have the effect of supporting <br /> commercial development and emphasizing residential development. She said that <br /> existing industrial uses would be allowed to continue and could expand onto <br /> property they currently owned. She emphasized that the MU-R zoning designation <br /> would only be applied if requested by the property owner. She said that all <br /> property owners in the designated areas would be notified and given a one-time <br /> opportunity to have their property rezoned to MU-R without paying the standard <br /> zone change fee. She noted that property owners who did not take advantage of <br /> this initial round of MU-R zone changes could later apply for MU-R zoning but <br />e would need to pay the standard fee. <br /> No ex parte contacts or conflicts of interest were decla~ed by councilors. <br /> Staff notes and minutes were entered into the record. <br /> Public hearing was opened. <br /> There was no public testimony in support of the ordinance. <br /> Those speaking in opposition were: <br /> Emerson Hamilton, 2159 Escalante Street, said he was one of the owners of <br /> Hamilton Electric. He noted that his firm owned property in one of the areas <br /> being considered for application of MU-R zoning and said he opposed this rezoning. <br /> Mr. Hamilton reviewed the background of the proposal. He cited goals 2 and 3 <br /> and related policies of the Whiteaker Refinement Plan, and noted that at the <br /> time of adoption he had expressed concern about these goals, which emphasize <br /> reducing reliance on the automobile and minimizing the negative impact of regional <br /> facilities in the Whiteaker area. He said his firm was a regional facility, <br /> serving much of Western Oregon, and that the firm relied heavily on automobiles <br /> to serve its customers and to bring customers to the business. He said that the <br /> MU-R proposal, circulated to property owners in the affected areas on February 22, <br /> 1982, was of great concern to him for the above reasons as well as for its <br /> attempts to eliminate medium-intensity industrial uses such as Hamilton Electric <br /> in the Whiteaker area. <br />e <br /> MINUTES--Eugene City Council October 11, 1982 Page 2 <br />
