Public Purposes of the Metropolitan Wastewater Management <br />CommissiO__ m The Metropolitan Wastewater Management Commission is created as an <br />Intergovernmental Entity for the public purposes of constructing, operating, maintaining and <br />financing regional sewerage facilities as provided in the Intergovernmental Agreement~ <br /> <br /> Se~n 4. Powe~Duties and Functions. The Metropolitan Wastewater Management <br />Commission, as an ]Intergovernmental Entity, shall have the powers, duties and functions <br />specified for it in the h~tergovernmental Agreement, as that hqtergovemmental Agreement may <br />be amended from time to time in accordance with its terms. <br /> <br /> Section 5. A~pro~,~l~..gatification and Filin. g. The City Council hereby approves and <br />ratifies the creation of the Metropolitan Wastewater Management Commission as an <br />Intergovernmental Entity and the terms of the Intergovernmental Agreement. The City Manager <br />~s hereby authorized to execute the ~[ntergovernmental Agreement on behalf of the City of <br />Eugene~ A copy of this Ordinance and the corresponding ordinances enacted by the governing <br />bodies of the other two parties to the Intergoverumental Agreement, together with the statement <br />described in ORS 190.085(2), shall be filed with the Secretary of State as required by <br />ORS 190.085(2). <br /> <br /> Section__6. Effective Date. The Metropolitan Wastewater Management Commission <br />must be created as an Intergovernmental Entity before the Metropolitan Wastewater <br />Management Commission may borrow money to finance regional sewerage facilities.
