<br />e <br /> <br />e <br /> <br />e <br /> <br />M I NUT E S <br /> <br />Eugene City Council <br />City Council Chamber <br /> <br />May 18, 1983 <br />11:45 a.m. <br /> <br />COUNCILORS PRESENT: John Ball, Freeman Holmer, Mark Lindberg, Brian Obie, Emily <br />Schue, Betty Smith, Cynthia Wooten. <br /> <br />COUNCILOR ABSENT: Dick Hansen. <br /> <br />Adjourned meeting of the City Council of the City of Eugene, Oregon, was called <br />to order by His Honor Mayor Gus Keller. <br /> <br />I. ITEMS FROM MAYOR & COUNCIL, APPOINTMENTS, ANNOUNCEMENTS, AGENDA ADJUSTMENTS <br /> <br />A. Community Development Block Grant Process <br /> <br />Councilor Wooten noted that a business in her ward, located at West 2nd Avenue <br />and Jackson Street and owned by Jim Clay, had participated in the first round of <br />1982 Community Development Block Grant (CDBG) allocations for econolnic development. <br />She said Mr. Clay had a signed contract for CDBG funds but had had difficulties <br />in receiving the moneys. City Manager Micheal Gleason said that staff was <br />working to address this problem and would report back to Ms. Wooten. <br /> <br />B. Municipal Homeowners' Policy Insurance Program <br /> <br />Councilor Wooten referred to a memo she had received regarding the Municipal <br />Homeowners' Policy Insurance Program. She asked whether such a program could be <br />made available to commercial enterprises. Mr. Gleason said staff would research <br />this and respond to Ms. Wooten. <br /> <br />C. Jobs Bill and Community Development Block Grant Funds <br /> <br />Councilor Lindberg said that he had been following the progress of the Jobs <br />Bill. He said that the City would probably get some Community Development Block <br />Grant funds and noted that Eugene Development Department staff member Chris <br />Hofmann had been chosen to chair a committee that is a local version of a <br />national voluntary board responsible for distributing about $50 million on a <br />nationwide basis. Mr. Lindberg said that he would keep the council posted on <br />this matter. <br /> <br />D. Transient Room Tax <br /> <br />Councilor Obie referred to a memo that councilors had received from Finance <br />Director Warren Wong responding to questions raised by councilors regarding the <br />Transient Room Tax. Mr. Obie noted the memo stated that use of the University <br />of Oregon dorms as transient lodging for conventions and seminars would fall <br />within the provisions of the Room Tax ordinance, but that the City Attorney's <br />Office had said that collection of the tax would have to be voluntary. <br /> <br />MINUTES--Eugene City Council <br /> <br />May 18, 1983 <br /> <br />Page 1 <br />
