No. 3776--A resolution authorizing a loan from the Overpark <br />Parking Fund to the Performing Arts Center Fund. <br /> <br />Ms. Schue moved, seconded by Mr. Obie, to adopt the resolution. <br />Roll call vote; motion carried unanimously. <br /> <br />Res. No. 3777--A resolution establishing a Commercial Revitaliza- <br />tion Loan Trust Fund. <br /> <br />Ms. Schue moved, seconded by Mr. Obie, to adopt the resolution. <br />Roll call vote; motion carried unanimously. <br /> <br />CB 2638--An ordinance adopting a supplemental budget; making <br />appropriations for the City of Eugene for the fiscal <br />year beginning July 1, 1982, and ending June 30, 1983; <br />declaring an emergency. <br /> <br />e <br /> <br />Ms. Schue moved, seconded by Mr. Obie, that the bill be read <br />the second time by council bill number only, with unanimous <br />consent of the council, and that enactment be considered at this <br />time. <br /> <br />Council Bill 2638 was read the second time by council bill number only. <br /> <br />Ms. Schue moved, seconded by Mr. Obie, that the bill be approved <br />and given final passage. Roll call vote. All councilors present <br />voting aye, the bill was declared passed and numbered 19140. <br /> <br />e <br /> <br />IV. CONDEMNATION AUTHORIZATION FOR RIGHT-OF-WAY ACQUISITION FOR WESTSIDE <br />TRUNK SEWER (memo, map, ordinance distributed) <br /> <br />Mr. Gleason introduced City Engineer Bert Teitzel and asked him to describe the <br />timing of the West Eugene sewer project and the effect of the project on sewer <br />fund reserves. Mr. Teitzel said that the total project involves a pump station- <br />pressure system from Terry Street to the treatment plant and a gravity trunk <br />system on Terry Street. The project is the result of an analysis done under <br />Federal requirement, it had been determined that it was more cost-effective to <br />transport sewage to the treatment site than to repair the deficiencies in the <br />system. Mr. Teitzel referred to adoption of the updated Metropolitan Area <br />General Plan and noted that sewer system upgrading was also needed to serve the <br />Willow Creek area. He said the City will construct the westside trunk sewer <br />gravity system from Barger Drive and Terry Street to the Danebo Pump Station. <br />He also said that the City was working together with the Metropolitan Wastewater <br /> <br />MINUTES--Eugene City Council <br /> <br />May 18, 1983 <br /> <br />Page 3 <br />
