<br /> Kenneth Guckenberger, 418 Spyglass Drive, urged the council to fund additional <br /> street lighting for his street and submitted a petition and maps showing the <br />e location of 14 additional lights deemed high priority by Eugene traffic officials. <br /> John A. Allen, 648 Spyglass Drive, spoke to the same topic as the previous <br /> speaker, noting that the neighborhood was doing all it could to reduce crime in <br /> the area, and asked the council to give high priority to providing these lights <br /> before fall. He then asked members of the audience who had come in support of <br /> this issue to stand. <br /> Devon Trottier, 24733 Dogwood Lane, spoke as a private veterinarian in favor of <br /> continued funding for the spay/neuter clinic. She said that the majority of <br /> vets who had left the area since the clinic began had done so for personal <br /> reasons unconnected to the clinic, and that there were in fact more vets in the <br /> area now. She stated her opinion that the clinic was succeeding in reducing the <br /> number of unwanted animals, and urged the council not to cut funding. <br /> Rontce Ammann, 657 Alva Park, spoke in. favor of continuing funding for the <br /> Boo mobile, noting that it was a service which the homebound simply could not do <br /> without. <br /> Richard Roels, 1933 Garfield, spoke as a City employee and AFSCME member. He <br /> urged the council to balance the budget by reducing the contingency fund and to <br /> live up to the City1s contract with its AFSCME employees. <br /> Mr. Keller noted the end of scheduled time for public testimony had been reached, <br /> and read into the record the names of those remaining who had wished to give <br /> testimony. The public hearing was closed. Councilor Ball, noting that this was <br />e the public's one opportunity in the year to testify before the council on budget <br /> issues, urged that those members of the public who had asked to testify be <br /> permitted to do so. With the agreement of the council, Mr. Keller reopened the <br /> public hearing. <br /> John Bauguess, 364 East Broadway #4, expressed concern over cuts in City services <br /> while the Hult Center1s $500,000 deficit was being funded. <br /> Jim Clay, 2465 Kincaid Street, asked the council to fund $1,800 for a commitment <br /> made to the community rehabilitation project at 2nd and Jackson. <br /> Paulette Ansari, 1104 Washington, said she was a member of Ebone Eyes, a black <br /> women's organization which had received a lot of support from the Human Rights <br /> Commissions, and urged the council to reinstate the staff support for this <br /> program. <br /> There being no further testimony, public hearing was closed. <br /> Councilor Wooten asked staff whether requests for street lights for Balboa and <br /> Spyglass had been brought to the Public Works Department prior to the start of <br /> the budget process. Mr. Whitlow replied that they had received numerous requests, <br /> and that there was a waiting list of 400 at this time. In response to further <br /> questioning by Councilor Wooten, Mr. Whitlow stated that funding to cover these <br /> requests had not been proposed in the executive budget, nor had the requests <br /> been brought directly to the attention of the Budget Committee. <br />e MINUTES--Eugene City Council June 27,1983 Page 3 <br />
