<br /> III. PUBLIC HEARINGS <br /> A. Amendment to the Transient Room Tax Ordinance <br /> e Mr. Gleason introduced Timothy Sercombe, City Attorney's Office. Mr. Sercombe, <br /> referring to his memorandum dated July 5, 1983, stated that this change was <br /> proposed to amend the Transient Room Tax Ordinance to include bed-and-breakfast <br /> facilities. <br /> Public hearing was opened. <br /> There being no public testimony, public hearing was closed. <br /> CB 2666--An ordinance concerning the Transient Room Tax; amending <br /> Section 3.778 of the Eugene Code, 1971. <br /> Ms. Schue moved, seconded by Ms. Smith, that the bill be read <br /> the second time by council bill number only, with unanimous <br /> consent of the council, and that enactment be considered at <br /> this time. Roll call vote; motion carried unanimously. Councilor <br /> Ball was absent for this vote. <br /> Ms. Schue moved, seconded by Ms. Smith, that the bill be approved <br /> and given final passage. Ro 11 call vo te . Councilor Ball was <br /> absent for thi s vote. All councilors present voted aye; the bill <br /> was declared passed and numbered 19164. <br /> e B. Street Vacation Requests <br /> 1. Located west of Jacobs Street, south of Concord Avenue (Solvang <br /> Associates) (SV 81-3) <br /> Mr. Gleason introduced Jim Croteau, Planning Department, who reviewed staff <br /> notes, indicating that thi s request had been made in response to vandal i sm and <br /> trespass problems. He commented that the state requirements for street vacation <br /> were cumbersome, but that this request met the requirements. He noted that the <br /> Planning Commission had voted unanimously to recommend approval. <br /> In response to a question from Councilor Schue, Mr. Croteau said that an <br /> alternative bikeway connector had been provided by the applicants, which had <br /> been approved by the Eugene Bicycle Committee. The Bicycle Committee is in <br /> support of the request for vacation. <br /> Public hearing was opened. <br /> Speaking in favor of the request: <br /> Glen Pederson, 1189 Fairfield Avenue, said that he represented the owners of the <br /> Solvang housing development and the 250 elderly residents.
