<br /> No ex parte contacts or conflicts of interest were declared. <br /> - In response to a question from Councilor Wooten, Mr. Hayes noted that this <br /> annexation would not affect the minimum density figures for the proposed City of <br /> Santa Clara, since it was a sparsely developed area. <br /> Public hearing was opened. <br /> Speaking in favor of the request: <br /> Bill Furtick, 334 Lone Oak Avenue, said that property owners in the area had no <br /> water or sewer services or police protection. He said that he wanted city <br /> services, and was willing to pay for them, and wished to be a part of the City <br /> of Eugene. He noted that the annexation would be in line with land use plans <br /> for the area, and asked the council to approve the request. <br /> Charles Gudger, 59 East 11th Avenue, Suite 4, said that he represented the Lee <br /> family trust, the owner of a mobile home park with 69 mobile homes occupied <br /> mainly by elderly persons. He expressed his clients' concern at the situation <br /> which would arise if the septic system failed and these longtime residents were <br /> forced to leave their homes. He therefore asked that the area be annexed to the <br /> City of Eugene and provided with city services. He added that it was his <br /> opinion that the proponents of the proposed City of Santa Clara merely wished to <br /> keep the area to help their tax base. <br /> Doug DuPriest, 777 High Street, indicated that he represented the Hutchinsons, <br /> and urged approval of the request. He said that residents of the area needed <br /> e city services and that only Eugene could provide them. Noting that not all the <br /> residents of the area were in agreement with the annexation, he said that <br /> nevertheless the Triple Majority requirement had been more than adequately met. <br /> Speaking in opposition to the request: <br /> Clarence L. Greer, 405 Lone Oak Avenue, asked why his property had been added to <br /> the annexation area in order to avoid an island, while, in a previous annexation <br /> request considered by Council, a series of tax lots along Beltline Road, which <br /> also appeared to form an island, had been left out. <br /> John Mehringer, 165 West Hilliard, asked when the council had last turned down <br /> an annexation request which had been approved by the Planning Commission. He <br /> stated his opinion that there was a footrace going on between the incorporation <br /> of the City of Santa Clara and the approval of annexations in the area. Pointing <br /> out that there had been at least a month between the Planning Commission's <br /> recommendation and the City Council's consideration of the previous six annexation <br /> requests, he asked why this request had come to the council less than two weeks <br /> after its consideration by the Planning Commission. <br /> Mr. Mehringer went on to ask whether any followup was ever done on annexations, <br /> and wondered whether any leases had been signed with the Hayden Island group. <br /> e <br /> MINUTES--Eugene City Council July 25, 1983 Page 2 <br />
