<br /> M I NUT E S <br /> - Eugene City Council <br /> City Council Chamber <br /> August 8, 1983 <br /> 7:30 p.m. <br /> COUNCILORS PRESENT: John Ball, Dick Hansen, Freeman Holmer, Mark Lindberg, <br /> Brian Obie, Emily Schue. Betty Smith, Cynthia Wooten. <br /> Regular meeting of the City Council of the City of Eugene, Oregon, was called to <br /> order by His Honor Mayor Gus Keller. <br /> 1. PUBLIC HEARING: SOUTHEAST FIRS NEIGHBORHOOD ASSOCIATION CHARTER REVISION <br /> Public hearing was opened. <br /> Ken Wollenweber. 3260 Kincaid, chairperson of the Southeast Firs Neighborhood <br /> Association, urged the City Council to adopt the revised charter. <br /> Public hearing was closed. <br /> - Res. No. 3796--A resolution approving and accepting the Southeast <br /> Firs Neighborhood Association amended charter. <br /> Councilor Schue moved, seconded by Councilor Obie, to adopt the <br /> resolution. <br /> Councilor Holmer moved, seconded by Councilor Hansen, to amend <br /> Section 1 of the resolution to read: II... recognition of the <br /> Southeast Firs Neighborhood Association as ~ (the) official voice <br /> of the neighborhood area designated therein is hereby confirmed. II <br /> Councilor Lindberg noted that this revised charter followed the model charter, <br /> and that any amendments should be made to the model rather than to this parti- <br /> cular charter. Councilor Wooten concurred. saying that it was important to be <br /> consistent. Councilor Hansen said that it was important to review the general <br /> issue of neighborhood involvement. suggested that a time be set to do so. but <br /> that he also wished to amend this charter. In response to a request from <br /> Councilor Ball for clarification, Mr. Sercombe, City Attorney's office. indicated <br /> that the 1976 Resolution No. 2554 referred to lithe official voicell which is a <br /> more exclusive term than lIanll. Councilor Holmer noted his interest in effective <br /> neighborhood organizations. <br /> Roll call vote on the motion to amend.
