<br /> M I NUT E S <br />- Eugene City Council <br /> City Council Chamber <br /> September 12, 1983 <br /> 7:30 p.m. <br /> COUNCILORS PRESENT: John Ball, Richard Hansen, Mark Lindberg, Betty Smith, <br /> Cynthia Wooten. ; <br /> ABSENT: Councilors Freeman Holmer, Brian Obie, Emily Schue; Mayor Gus Keller. <br /> Regular meeting of the City Council of the City of Eugene, Oregon, was called to <br /> order by Councilor Betty Smith in the absence of His Honor Mayor Gus Keller. <br /> I. ANNOUNCEMENTS <br /> City Manager Micheal Gleason informed the council and the public of the following <br /> meetings: <br /> A. The City Budget Committee meeting scheduled for September 13, 1983, <br /> has been cancelled. <br /> B. In lieu of the regular Wednesday meeting of the City Council, the <br /> Annual Focus on Economic Diversification Luncheon will be held at <br /> noon on September 14, 1983, in the Williams Room at the Conference <br />e Center. <br /> C. The City Council will host a joint meeting with the 4-J School <br /> District at 7:00 p.m. on September 14, 1983, in Studio A, at the <br /> Conference Center. <br /> Councilor Ball stated that the by-laws set down requirements for attendance at <br /> the meetings of the City Council and the Budget Committee. He said that he does <br /> not wish to proceed in this manner with councilors continuing to be absent at <br /> scheduled meetings. He requested that some determination be made as to who is <br /> causing the problem and to seek some remedy. Mr. Gleason responded that unfor- <br /> tunately the meetings coincided with the vacations of some of the councilors. <br /> II. PUBLIC HEARINGS <br /> A. Vagrancy Task Force Final Recommendations (summary memo, final report <br /> distributed) <br /> Mr. Gleason introduced Chris Hotmann who presented the staff report. She said <br /> that the council had authorized the Vagrancy Task Force in December 1982 to <br /> look at the issue of vagrancy in Eugene and the problems of homeless people. <br /> She said the task force presented recommendations for policy to the City Council <br /> in June 1983, which the council approved. Ms. Hotmann said the task force then <br /> worked on implementation strategies with social service and City agencies. ~e <br /> said the final report reflects the work of the previous several months, and <br /> includes recommendations and strategies to help alleviate the problems of <br />- vagrancy and homeless families in the future. <br /> MINUTES--Eugene City Council September 12, 1983 Page 1 <br />
