RIVER ROAD/SANTA CLARA--JIM FARAH, JIM CARLSON, AND TIM SERCOMBE <br /> <br />Mr. Farah said an urban transition paper will be presented at next Wednesday's <br />City Council meeting. Springfield is working to get fire protection to unincor- <br />porated areas to the south. Eugene, Lane County, and Springfield are joining <br />together to do a jurisdictional study in Glenwood. Many activities are going on <br />since the acknowledgement of the Metro Plan. There have been major annexations <br />of industrial land which included 500 acres in West Eugene. <br /> <br />Staff is currently involved with River Road/Santa Clara. An application is <br />being prepared for submittal for a $7.5 million grant to pay for a sewer trunk <br />line. The incorporation effort continues. <br /> <br />Annexation in the River Road area continues. There have been a total of eight <br />property owner-inititated annexations for 234 acres and 223 people. Residents <br />have approached the City about a major annexation in the River Road/Santa <br />Clara area. There have been six meetings. Staff has presented information on <br />process, ordinances, and data. <br /> <br />Mr. Sercombe said the legal context of these discussions is that there is a <br />process for wholesale annexation if ten percent of the residents petition the <br />Boundary Commission. After the Boundary Commission issues the order allowing <br />annexation, there is an opportunity for remonstrance by 100 registered voters on <br />the issues of whether there would be annexation or not. The issue would then be <br />put on the ballot for a vote. Many issues come up: fire services, parks, <br />sewers, and police, to name a few. Mr. Carlson said the River Road citizens are <br />paying 65 percent of what the Eugene citizens pay for services. The Santa Clara <br />citizen pays 35 percent. A phase-in of urban services will have to be worked out. <br /> <br />Mr. Farah said the discussions are <br />metro area problem and on the most <br />viding urban services to the area. <br />He reviewed the process. <br /> <br />very positive and center on this being a <br />cost-effective metro area solution to pro- <br />He did not expect any action before November. <br /> <br />Staff stressed that although they were staffing the meetings in the River Road <br />area, the process was beyond the City's control. They would report to the <br />council as the process proceeds. Mr. Farah anticipated a phasing-in of <br />services that could happen over a ten-year period. <br /> <br />Mr. Hansen asked if Eugene could deny an annexation. He Questioned if they <br />were committed to adding services to the detriment of other areas of the city. <br />Mr. Farah said staff would supply that information. It was a decision of the <br />Boundary Commission with recommendations from the Planning Commission and City <br />Council. Mr. Carlson said Eugene has already committed dollars to the inter- <br />ceptor sewer and bought land along the river. Annexation would be recouping <br />those expenses.
