<br /> Ms. Jones said the Planning staff would like to supplement the findings <br />e from Lane County. Therefore, the staff recommended that the City Council <br /> close the public hearing for oral testimony, but allow the record to remain <br /> open for written testimony until October 18, 1984. The City Council could <br /> continue deliberations on the issue on October 24, 1984. <br /> The Eugene Planning Commission had voted 4:0 on October 2 to refer the proposed <br /> changes to the City Council. The minutes of the commission meeting were placed <br /> at each councilor's place. The Metropolitan Area Plan Advisory Committee <br /> (MAPAC) had considered the proposed changes. MAPAC had not recommended <br /> the proposed changes because the findings needed to be augmented. It probably <br /> will approve the recommendation at its next meeting. <br /> The proposed changes in the Metro Plan text involved the creation of a <br /> Rural Industrial district and a clarification of the procedure for making <br /> changes in land use in the exception areas. The proposed changes in the <br /> Metro Plan diagram involved the addition of a Rural Industrial designation in <br /> the legend and the designation of the Knight Trucking property at Beacon Drive <br /> and Prairie Road as rural industrial. Two proposed changes to the background <br /> Exception Working Paper involved the Bloomberg Road area. They were the <br /> designation of three tax lots at 30th Avenue and McVay Highway as rural <br /> commercial and the inclusion of findings addressing the proposed Emporium <br /> expansion. If the findings are accepted, the Emporium property will be <br /> desi gnated Rural Industrial. In addition, Lane County referred two proposed <br /> zone changes to the City for comment. They were a change of zone for the <br /> Starwood Nursery from agricultural to rural commercial and the reduction of <br /> the rural commercial zoning in the Bond Kennel exception area. <br />e Ms. Wooten opened the public hearing saying five minutes had been planned <br /> for testimony from each side. <br /> Dick Miller, 2460 Malabar, asked the City Council for an extension of time <br /> to testify. He said the policy of providing enough land for businesses to <br /> expand at present sites was the issue. He distributed written testimony to <br /> the council and referred to it. Mr. Miller said the Emporium had seven stores <br /> when it moved its corporate headquarters to McVay Highway. It now has 13 <br /> stores and plans to double that number in five to seven years. Di scussi ng the <br /> operations of the Emporium distribution center and the need for expansion, he <br /> said the new building will be to the southwest of the existing building and <br /> additional parking will be to the southeast. Four properties on Bloomberg Road currently have <br /> ; ndustri al uses. The T-2000 Plan indicates McVay Highway is a corridor. <br /> Drainage had been identified as a problem, but it could be solved. The Goshen <br /> Fire Department had indicated it had no objection to the proposed expansion. <br /> Councilor Wooten said the proponents could take until 8:15 p.m. to present <br /> their testimony.
