He commented that the extension agent had mentioned that the <br /> bacterial method may not be feasible due to the large area and Quantity of <br /> moths involved. Ms. Wooten said she was concerned because the State com- <br /> mittee would be making a decision within the next 10 days. Mayor Keller <br /> suggested that a phone call vote could be obtained after the information was <br /> reviewed by the council. <br /> D. Mayor's Proclamation of November 6, 1984, Election Results <br /> Mayor Keller read and signed the following proclamation regarding the <br /> results of the November 6, 1984, general election: <br /> I hereby proclaim and declare as follows: <br /> That Ballot Measure #51, Stop Military Aid to Central America, was <br /> passed; <br /> That Ballot Measure #52, the charter amendment requiring a vote to <br /> remove street trees, was passed; <br /> That Brian B. Obie was elected mayor of the City of Eugene; <br /> That Ruth Bascom, Debra Ehrman, Cynthia Wooten, and Roger Rutan <br /> were elected as City Councilors representing Wards 2, 3, 7, and 8, <br /> respectively; <br /> That James E.
