Dean Owens (6:00-7:15), Thomas H. Schott <br />(5:55-7:15). <br /> <br />The meeting of the Eugene City Council and the Eugene Downtown Commission was <br />called to order by the Honorable Brian B. Obie. He said some Downtown Com- <br />missioners had not arrived yet because they had been told the meeting was <br />scheduled for 6 p.m. <br /> <br />e <br /> <br />I. PROPOSED TIMELINE FOR RECONSTRUCTION OF WILLAMETTE STREET FROM 10TH TO <br />11 TH AVENUES <br /> <br />City Manager Micheal Gleason introduced the item. Pat Lynch of the Develop- <br />ment Department reviewed the proposed time schedule for the opening of Wil- <br />lamette Street from lOth to 11th avenues. He said the opening was approved <br />when the council adopted the Downtown Plan. A staff task force is developing <br />the design and will present a proposal to the Downtown Commission in late <br />February. The proposal will be referred to other affected groups and con- <br />struction is expected to begin in the summer. <br /> <br />- <br /> <br />Answering questions from Councilor Ehrman, Mr. Lynch said the City will <br />advertise and contract for the removal of the cover. It is expected to take <br />only a few days to actually remove. Ms. Ehrman pointed out the design of the <br />Park Willamette building was changed after council approval. <br /> <br />Responding to a question from Councilor Rutan, Mr. Lynch said the project <br />which will convert Willamette Street from 11th to 20th avenues to two-way <br />traffic is separate from the opening of Willamette Street from 10th to 11th <br />avenues in the Capital Improvement Program (CIP). The conversion project is <br />scheduled to be done in three years. The council could move the conversion <br />project ahead. Tax increment funds cannot be used for the conversion pro- <br />ject.
