J. Oregon Highway Plan

~ Mr. Hansen pointed out that the map on page 10 of the Oregon Highway Plan
designates important cities on Highway 99 as Corvallis and Cottage Grove.
Toledo is mentioned, but Eugene and Springfield are not. He was surprised
that Eugene, the statels second largest city, and Springfield, another large
city, were not named in the state's highway network. The omission indicates
the lack of State support for local highway projects, he said.

e

Mayor Obie commented that a traveler coming north from San Francisco does not
see a sign naming Eugene until the traveler gets to Cottage Grove. He asked
the City Manager to prepare a letter for him to sign.

K. Eugene Bikeway Maps

Ms. Wooten had received many requests for bikeway maps. She was told they
would be reprinted in July, but people need them now. She said the sale of
the maps was to have paid for the reprinting.

Ms. Bascom said alterations were to be made when the maps are reprinted.
Mr. Gleason will investigate the matter.

L. Metropolitan Policy Committee

Mayor Obie appointed Mr. Hansen to serve on the Metropolitan Policy Committee
with Ms. Schue. Mayor Obie will serve as the alternate.

M. Disabled Youth Jamboree

Mayor Obie said councilors will receive a memo requesting an expenditure of
about $1,000 to support a Disabled Youth Jamboree. The expenditure will be
authorized if Mayor Obie does not receive objections. The Budget Committee
will consider the expenditure in a Supplemental Budget.

N. Library Read-In on April 16

City Manager Micheal Gleason introduced Ann Carter who described the Library
Read-In scheduled for April 16. Ms. Carter invited the councilors to parti-
cipate. She distributed sign-up sheets.

Mr. Gleason said the library circulated about 600,000 books in 1974 and about
1,200,000 books in 1984 with the same number of employees. Research indicates
that the City Library has the lowest per-book cost in the United States and,
probably, the highest client satisfaction.

O. Appointments

Mayor Obie said no qualified applicant living within the city limits had been
found for the Construction Code Board of Appeals. Consequently, he had

e

MINUTES--Eugene City Council

March 13, 1985

Page 3
