M I NUT E S

e

Eugene City Council
City Council Chamber

May 15, 1985
Noon

COUNCILORS PRESENT: Cynthia Wooten, Richard Hansen, Ruth Bascom, Debra
Ehrman, Freeman Holmer, Jeff Miller, Roger Rutan, Emily
Schue

The adjourned meeting of the Eugene City Council of May 13, 1985, was called
to order by Council President Cynthia Wooten in the absence of His Honor Mayor
Brian B. Obie.

I. ITEMS FROM MAYOR AND COUNCIL, APPOINTMENTS, ANNOUNCEMENTS, AGENDA
ADJUSTMENTS

A. Proposed Sale of Dunn School

e

Councilor Schue reported on the attempts of the 4-J School District to sell
Dunn School, which no longer functions as a school but is rented out by the
district for a number of purposes. She said the playground was in continual
and heavy use as a neighborhood playground and athletic field. The School
District is presently negotiating with the Post Office to sell the entire
property for a new postal substation.

Ms. Schue said the City had great interest in the north half of the property,
which contains the playground. Budget constraints prevent the City from
making an offer, however. She said the City could assume the maintenance of
the northern half if the School District sold the southern portion; this could
lead to purchase in the future. She asked for permission to attend the board
meeting of the 4-J School District the evening of May 15 in order to present
the City's concern that the playground remain for public use.

Responding to questions, Jim Croteau of the Planning Department said the total
site was slightly more than eight acres; the athletic field takes up three and
one-half acres. Ms. Ehrman pointed out that public athletic events would be
hurt by the loss of the Dunn field, one of the most important in the city.
Mr. Hansen wondered whether it would be possible for the City to make some
acceptable proposal. All agreed that Ms. Schue should attend the meeting.

B. Crosswalk to Sacred Heart

e

Councilor Miller called staff's attention to the dangerous crosswalk at the
Hilyard Street entrance to Sacred Heart Hospital. It is common for hospital
visitors to dodge traffic there. He requested that a traffic light be instal-
led or that negotiations be held with the hospital to minimize danger.

MINUTES--Eugene City Council

May 15, 1985

Page 1
