City Council Minutes of April 17 and 22, 1985 (minutes distributed) <br /> <br />Mr. Hansen moved, seconded by Ms. Schue, to approve the City <br />Council minutes of April 17 and 22, 1985. Roll call vote; the <br />motion carried unanimously, 8:0. <br /> <br />III. PUBLIC HEARING: ORDINANCE CONCERNING WITHDRAWAL OF PROPERTY FROM <br />GlENWOOD WATER DISTRICT (Booth-Fisher Investment Co., et al.) (memo, <br />map distributed) <br /> <br />e <br /> <br />Ms. Wooten opened the public hearing and announced that there were no written <br />requests to testi fy. Hearing no requests for testimony from the publ ic, she <br />closed the public hearing. <br /> <br />CB 2824--An ordinance providing for withdrawal from the Glenwood <br />Water District of lane County, Oregon, that part of the <br />district annexed to the City of Eugene by Final Order <br />816 of the lane County Local Government Boundary Com- <br />mission on April 26, 1984. <br /> <br />Mr. Hansen moved, seconded by Ms. Schue, that the bill be read <br />the second time by council bill number only, with unanimous con- <br />sent of the council, and that enactment be considered at this <br />time. Roll call vote; motion carried unanimously, 8:0. <br />CB 2824 was read the second time by council bill number only. <br />Mr. Hansen moved, seconded by Ms. Schue, that the bill be <br />approved and given final passage. Roll call vote; motion <br />carried unanimously, 8:0. <br /> <br />IV. BPA GRANT APPLICATION FOR EUGENE RENTAL WEATHERIZATION PROGRAM <br /> <br />Mr. Gleason introduced Mr. les Tumidaj, an energy consultant to the City who <br />is under contract to identify energy projects of benefit to Eugene. <br /> <br />The best project identified was a research effort to find ways of weatherizing <br />rental properties, which comprise half of Eugene's households. Mr. Tumidaj <br />asked the City Council to approve the program appl i cation. Ms. Wooten refer- <br />red to a prepared letter of support in the agenda packet. The letter is a <br />precondition of the application. <br /> <br />Responding to questions from Ms. Ehrman, Mr. Tumidaj said landlords who have <br />participated in the EWEB Weatherization Program would be interviewed along <br />with those who have not. The comparison of the two groups should provide <br />answers for inducing the latter group to join the program. Surveys of tenants <br />will also be conducted.
