Proposed Debate on City Income Tax Proposal <br /> e Councilor Hansen said a debate between Mayor Obie and Commissioner DeFazio <br /> about the City income tax proposal would serve no purpose. He urged Mayor <br /> Obie not to agree to such a debate. <br /> Ms. Schue complemented Mr. Miller on his memorandum and said it expressed her <br /> views. <br /> Councilor Holmer agreed with the statements in Mr. Miller's letter. He hoped <br /> cooperation between the City and Lane County will continue. <br /> Councilor Bascom said cooperation between the City and Lane County is very <br /> important. <br /> Mayor Obie said his decision about the proposed debate will be based on a <br /> desire to have accurate information available for the public and the desire <br /> to maintain a good relationship with the Board of Commissioners. He said he <br /> and Lane County Commissioners Rust and DeFazio were able to set aside <br /> differences and work together for transportation funds recently. He said <br /> that he would announce his decision as to whether he would participate in a <br /> debate tomorrow at 1 :30 p.m. in the Council Chamber. <br /> D. Monroe Middle School <br /> Ms. Bascom had represented the council at the Monroe Middle School. She said <br /> - students from the School will work in the Hendricks Park Rhododendron Garden <br /> and Altan Baker Park and will distribute pamphlets about the 911 service. <br /> She suggested a letter of appreciation from the Mayor and Council be sent to <br /> the students. <br /> E. Parking <br /> Ms. Bascom said recent enforcement in her ward of a parking regulation had <br /> caused problems. Mayor Obie asked the staff to work with Ms. Bascom on the <br /> problems. <br /> F. Memorandum from the Library Board <br /> Mayor Obie said the Board of Directors of the Eugene Public Library had <br /> recommended that the council permit non-residents who pay the City income tax <br /> to receive a Eugene library card free of charge. Mayor Obie suggested the <br /> matter be considered by the council on Wednesday, October 30, 1985. <br /> Mr. Hansen noted the one Board member who voted against the recommendation <br /> was concerned about additional operating costs.
