Eugene Renewal Agency Supplemental Budget #1 (memo distributed) <br />e As chairer of the Eugene Urban Renewal Agency, Ms. Wooten postponed <br /> consideration of Resolution No. 917 concerning the Eugene Renewal Agency <br /> Supplemental Budget #1. <br /> IV. ORDINANCE CONCERNING THE DOWNTOWN COMMISSION (memo, ordinance <br /> distributed) <br /> City Manager Micheal Gleason introduced the agenda item. <br /> CB 2861--An ordinance concerning the Downtown Commission; <br /> amending Sections 2.156 and 2.157 of the Eugene Code, <br /> 1971; and declaring an emergency. <br /> Mr. Hansen moved, seconded by Ms. Schue, that the bill be read <br /> the second time by council bill number only, with unanimous <br /> consent of the council, and that enactment be considered at this <br /> time. Roll call vote; the motion carried unanimously, 8:0. <br /> Council Bill 2861 was read the second time by council bill number only. <br /> Mr. Hansen moved, seconded by Ms. Schue, that the bill be <br /> approved and given final passage. Roll call vote; all <br /> councilors present voting aye, the bill was declared passed (and <br />e became Ordinance No. 19365). <br /> V. CIVIC EMERGENCY FUND EXPENDITURE (memo distributed) <br /> City Manager Micheal Gleason introduced the agenda item and said Ms. Wooten <br /> would discuss it. <br /> Ms. Wooten said the council has approved her request to use money from the <br /> Civic Emergency Fund to provide holiday food baskets through Food for Lane <br /> County for several years. She understood there is between $2,500 and $3,000 <br /> in the fund this year. <br /> Ms. Schue was concerned about depleting the Civic Emergency Fund, although she <br /> agreed the cause is worthy and she wanted to approve the request. Mr. Gleason <br /> responded that money from the contingency fund could be used if the council <br /> receives another worthy request before the Civic Emergency Fund is renewed. <br /> Ms. Ehrman said members of the Joint Services Committee discussed the need for <br /> food that is evident all of the year, although it is emphasized during the <br /> hOlidays. <br /> Ms. Wooten said Food for Lane County is operating with a deficit each month <br /> because it is not reimbursed for transportation and storage of food. <br />- <br /> MINUTES--Eugene City Council November 13, 1985 Page 4 <br />
