She welcomed officials and guests and said it was <br /> hoped that public testimony would be concluded this evening. She noted that <br /> e neither the Lane County Board of Commissioners nor either of the City Councils <br /> would take action tonight. She said deliberations and final decisions were <br /> scheduled for Springfield on December 16, and for Eugene and Lane County in <br /> January. <br /> Ms. Larson reviewed the process undergone so far for the Metropolitan Plan <br /> Mid-Period Review. She asked whether any officials had not filled out con- <br /> flict of interest or ex-parte contact forms and wished to declare. Seeing <br /> none, she explained the process to be used for testifying. <br /> Ms. Larson said one public hearing would be held for plan text and auxiliary <br /> map amendments, and she asked that those testifying identify which item was <br /> being addressed. She said discussion would follow among elected officials. <br /> Ms. Larson said individual public hearings would be held for each of the items <br /> B-1 through B-26 of the plan diagram amendments and described the hearing pro- <br /> cess. <br /> Steve Gordon of L-COG presented general staff comments, noting the roles <br /> played by MAPAC and MPC in the Mid-Period Review. He said many of the pro- <br /> posed amendments being considered tonight had emerged from a series of hear- <br /> ings held by Planning Commissions in January of 1984. He said six documents <br /> had been prepared during the process--a status report, a plan evaluation <br /> report, a flood hazard working paper, a monitoring report, volume 1 of the MPC <br /> e: <br /> MINUTES--Joint, Public Hearing--Metro Plan Amendments December 3, 1985 Page 1 <br />
