<br /> e M I NUT E S <br /> Eugene City Council <br /> Council Chamber--Eugene City Hall <br /> July 9, 1990 <br /> 7:30 p.m. <br /> COUNCILORS PRESENT: Robert Bennett, Ruth Bascom, Shawn Boles, Debra Ehrman, <br /> Bobby Green. <br /> COUNCILORS ABSENT: Emily Schue, Freeman Holmer, Roger Rutan. <br /> The regular Eugene City Council meeting was called to order by His Honor <br /> Mayor Jeff Miller. <br /> I. PUBLIC FORUM <br /> Mayor Miller announced that the council had appointed John VanLandingham to <br /> meet with citizens to discuss concerns relating to the issue of homelessness <br /> in order to work toward developing a more effective way of addressing the <br /> e housing needs of children and their attending adults. <br /> Councilor Green introduced Willamette High School students representing <br /> Students United for Responsible Fun (SURF). <br /> Adam Bercol explained that the SURF Club opposes gangs and gang violence and <br /> provides youth with positive activities as alternatives to drug use. The <br /> club is open to all young people. <br /> Dan Bjerke described SURF as a fun experience that involves challenging <br /> outdoor activities. <br /> Joyce Owens, 2830 Emerald Street, spoke as the chair of the Lane County <br /> Chapter of the American Lung Association. She asked the council to consider <br /> adopting an ordinance to ban the sale of tobacco products from vending <br /> machines or restrict vending machines selling such products to locations <br /> where minors are prohibited. She also asked for consideration of an <br /> ordinance requiring that the sale of tobacco products be a licensed activity, <br /> with the license being revocable should a retailer be found guilty of selling <br /> to minors. Ms. Owens distributed sample ordinances to staff. <br /> Kirsten Frohnmayer, 2875 Baker Boulevard, identified herself as a volunteer <br /> for the Lung Association. She described a recent survey conducted by a group <br /> of young people that demonstrated the ease with which minors can purchase <br /> tobacco from convenience stores, vending machines, and grocery stores.
